ہماری ستر سالہ بدقسمتی یہ ہے کہ جب بھی کوئی شخص ریاستی بیانیے پر سوال اٹھائے اور لوگوں کو خواب خفلت سے بیدار کرے، فوراﹰ کسی کونے سے آواز آتی ہے آپ ملک کا امیج خراب کر رہے ہیں۔ یعنی ہم نے مسائل کو ختم نہیں کرنا بلکہ ان پر خاموشی کی مٹی ڈال کر کسی شتر مرغ کی طرح ریت میں منہ دبا کر رکھنا ہے کیوں کہ اس تباہی پر چیخنے سے ملک کا امیج خراب ہونے کا خدشہ پیدا ہو جاتا ہے۔ مسائل جوں کے توں رہیں اور ہماری ہڈیوں کا گودا تک نکال کر کھا لیا جائے، ہمارے بچوں کا مستقبل برباد کر دیا جائے، مگر آواز تک نہ نکلے۔

شرمین عبید چنوئے نے خواتین پر تیزاب پھینکے کے واقعات پر فلم بنائی تو اس ملک میں بحث یہ نہیں تھی کہ اس ظلم کو کیسے روکا جائے، شور یہ تھا کہ اس سے تو ملک کا امیج خراب ہو گئے۔ خواتین کا چہرہ اور زندگی برباد ہوتی ہے، تو ہوتی رہے، ہم غیرت مند جو ہیں۔

کسی نے لڑکیوں کی تعلیم کے لیے آواز اٹھائی، تو اس بات پر گفت گو کرنے کی بجائے کہ بچیوں کی تعلیم ملک کی ترقی اور مستقبل کے لیے نہایت ضروری ہے۔ کوئی ضیاالحق کی تیار کردہ مطالعہ پاکستان کا ڈسا محب وطن پکارا یہ ملک کا امیج خراب کرنے کی بین الاقوامی سازش کا حصہ ہے۔

کسی نے صحت کے شعبے کی بربادی پر بات کی، کسی نے ملک میں شدت پسندی پر ریاستی عناصر کی آشیرباد کا ذکر کیا، کسی نے بلوچوں، سندھیوں، مہاجروں، سرائیکیوں، کشمیریوں، گلگت بلتستان کے باسیوں، یا پشتونوں حتی ٰ کے پنجاب کے متعدد علاقوں میں بسنے والوں کے حقوق پر بات کی، تو صحت کے شعبے میں اصلاحات، شدت پسندی کے انسداد یا حقوق کی عدم دستیابی پر بات چیت ہمارے پیش نظر نہیں تھی، بلکہ مدعا یہ تھا کہ یہ بات کر کے اصل میں اس سے ملک کا تشخص خراب کیا جا رہا ہے اور مسائل پر آواز اٹھانے والے نے ضرور کسی دوسرے ملک کے خفیہ ادارے سے پیسے پکڑ لیے ہیں۔

پھر ایک اور بیانیہ آج کل ایوان حکم و اقتدار سے ہمارے کانوں کی زینت ہے اور وہ یہ کہ کسی بھی مسئلے کی جانب کوئی شخص توجہ دلائے، تو فوراﹰ کہیے کہ پاکستان ایک گھر ہے اور ہم سب اس گھر کے باسی اور گھر کے لوگ اپنے مسائل پڑوسیوں کو نہیں بتاتے، کیوں کہ اس سے گھر کا امیج خراب ہو جاتا ہے۔ مقصد پھر وہی ہے کہ بات مت کیجیے۔ یعنی گھر کے لوگوں سے بات کرنے کا کوئی معجزاتی طریقہ ڈھونڈ لیا جائے اور کسی بھی عوامی فورم پر بات نہ کی جائے۔

ملک کے وردی پوش حاکموں کی جانب سے آج کل تیسری طریقہ واردات یہ ہے کہ زرخرید دفاعی تجزیہ کاروں کی شکل میں مسخروں کو پیسے دے کر ’ففتھ جنریشن وار‘ کا نعرہ لگا دیا جائے، یعنی اگر کوئی شخص بہ طور شہری کسی ریاستی پالیسی یا حکمت عملی پر تنقید کرے تو فوراﹰ اسے غیرملکی ایجنٹ قرار دیا جائے اور ملک کی بربادی کی ذمہ دار پالیسیوں پر نظرثانی کرنے کی بجائے ایسی آوازوں کو خاموش کرایا جائے، جو عوامی شعور میں اپنا حصہ ملا سکتی ہیں۔ ورنہ پاکستان کا امیج خراب ہو جائے گا۔

یعنی پاکستان کا پاسپورٹ دنیا کے بدترین ممالک میں شامل ہو جائے، تو ملکی امیج خراب نہیں ہو گا، مگر آپ نے جس دن اس بربادی کا تذکرہ کیا، تو ملک کا تشخص برباد ہو جائے گا۔ پاکستان صحافیوں پر حملوں اور تشدد کے اعتبار سے دنیا کا خطرناک ترین ملک بن جائے، لیکن اگر آپ نے اس موضوع پر بات کی، تو ملکی تشخص کی دھجیاں اڑ جائیں گی۔ پاکستان میں عالمی دہشت گرد امریکی حملوں میں مارے جائیں، تو ملک کا تشخص بحال رہے گا لیکن آپ نے جس روز ان دہشت گردوں کی ملک میں موجودگی پر سوال اٹھایا، آپ ریاستی اداروں کی نگاہ میں ملک کے تشخص کو تباہ کرنے کے مشن پر سمجھے جائیں گے۔ داخلی سلامتی کے اعتبار سے پاکستان کا شمار نائجیریا، یوگینڈا اور صومالیہ کے ساتھ ہونے لگے، تو چلے گا، مگر آپ نے اگر اس بین الاقوامی رپورٹ کا ذکر کیا، تو اسے ملک کے امیج پر حملہ تصور کیا جائے گا۔

خفیہ اداروں کے ہاتھوں غیرقانونی طور پر لاپتا کئے جانے والے افراد واپس لوٹیں، چیخ چیخ کر کہیں کہ انہیں ان اداروں نے اٹھایا، اپنے جسموں پر تشدد کے نشانات دکھائیں اور جواب میں ریاستی اداروں کے ہاتھوں اغوا کے ان واقعات کی مذمت کرنے کی بجائے، فوراﹰ کوئی زور سے کہے گا کہ یہ پاکستان کے امیج کو خراب کرنے کی کوشش ہو رہی ہے۔

ملکی میڈیا پر اس عسکری اسٹیبلشمنٹ کا مکمل قبضہ ہے اور درست اطلاعات اور معلومات تک رسائی ایک منظم انداز سے کنٹرول کی جاتی ہے۔ عوام تک بیانیہ وہی پہنچتا ہے، جو جی ایچ کیو طے کر لیتا ہے۔ ٹھیک یہی بے خبری ہم نے سن 1971 میں دیکھی تھی، جب جنرل نیازی نے دشمن کے سامنے ہتھیار ڈالنے والے پہلے مسلمان جنرل کا اعزاز اپنے نام کرنے سے چند گھنٹے قبل سینہ پھلا کر کہا تھا کہ وہ آخری سانس تک لڑیں گے اور ہمارا مشرقی بازو کٹ جانے اور نوے ہزار سے زائد فوج قید ہو جانے کے وقت بھی ریڈیو پاکستان سے ’جنگ کھیڈ نئیں اے زنانیاں دے‘ جیسا گانا چلایا جا رہا تھا۔ اس تباہی کی وجوہات، ذمہ داروں کا تعین اور اس سے سبق کی بات کوئی مفصل معلومات آج تک اس قوم کو نہیں بتائی گئی۔

پیرس میں گزشتہ ایک ہفتے سے دہشت گردوں کی مالی معاونت کے انسداد کی ٹاسک فورس پاکستان کو دہشت گردوں کی مالی معاونت کرنے والے ’’زیرنگرانی ممالک‘‘ کی فہرست میں شامل کرنے پر بحث کرتی رہی۔ مگر ہمارے وزیرخارجہ خواجہ آصف صاحب  بلکہ پورا میڈیا ’تین مہنیے کے لیے بچ گئے‘ کا نعرہ لگا کر لڈیاں ڈال رہے ہیں۔ یہ سوال کرنے کی بجائے کہ یہ کون سی پالیسیاں ہیں کہ آج پوری دنیا ہمیں دہشت گردوں کا معاون سمجھ رہی ہے، اس بات کا جشن منایا جا رہا ہے کہ فی الحال ہمیں لسٹ میں نہیں ڈالا۔ اس لسٹ میں پاکستان پہلے بھی ڈال دیا گیا تھا۔

یہاں دو سوالات ہیں، جو آپ سب سے پوچھے جانا چاہیئں۔ اگر ہم دہشت گردوں کی مالی معاونت نہیں کر رہے، ان کو اثاثہ نہیں سمجھ رہے، تو کیوں ہمارے دوست ممالک سمیت پوری دنیا ہمیں دہشت گردوں کا معاون سمجھ رہی ہے؟ یا ہماری پالیسیوں میں ایسی کیا کمزوریاں ہیں کہ ہم دہشت گرد کے معاون سمجھے جا رہے ہیں؟

اور دوسرا سوال کیا اس نئی تباہی کی ذمہ داری ملک کے حاکموں اور پالیسی سازوں پر ڈالنے سے پاکستان کا امیج خراب ہو گا یا ان پالیسیوں کو بلاروک جاری رکھنے سے؟ یعنی ہم یہ کہہ رہےہیں کہ پاکستان کا امیج اس فہرست میں آنے سے خراب نہیں ہو گا بلکہ اس پر بات کرنے سے خراب ہو گا؟ اگر ایسا ہے، تو آئیے کبوتر کی طرح آنکھیں بند کر لیں۔

کیوں کہ حقیقت یہ ہے کہ پاکستان کا امیج ہم بول کر خراب نہیں کر رہے، بلکہ امیج خراب کرنے کا نعرہ لگانے والے اپنی حرکتوں، افعال اور کارناموں سے کر رہے ہیں۔اب جو چپ ہیں، انہیں قاتل ہی پکارا جائے
