پاکستانی  اور بھارتی زیرِ انتظام کشمیر کے درمیان  تقریباً  740 کلومیٹر  پر پھیلی ایک ایسی پٹی موجود ہے جسے  پہلے دونوں ممالک نے جنگ بندی کی لکیر  کا نام دیا اور بعد میں اسے لائن آف کنٹرول کا۔ اگر یوں کہیے کہ  پاکستان اور بھارت  کے درمیان  740 کلو میٹر لمبی اور6 کلومیٹر چوڑی ایک ایسی پٹی  موجود ہے جس کے قریب دونوں طرف آباد لوگ   ہر وقت ایک غیر یقینی صورتحال کا شکار رہتے ہیں تو غلط نہ ہوگا۔  پاکستان بھارت کے درمیان سفارتی تعلقات کی خرابی ہو یا   دونوں اطراف  کسی  بھی طرح کی  عسکری کاروائی ، اگر پاکستان کی طرف سے بلوچستان یا افغان سرحد پر ہونے والی کسی بھی دہشت گردی کا ملبہ بھارت پر ڈال دیا جائے تو سمجھ لیجئے کہ تاؤ بٹ سے لیکر  بھمبر تک  توپوں کے منہ کھلنے کو ہیں، اسی طرح اگر بھارتی زیر انتظام کشمیر کے اندر بھارتی فوج پر حملے یا کسی دہشت گرد کاروائی کی خبر آئے تو  جنگ بندی کی لکیر کی اطراف میں بسنے والے لوگ  چو کنے ہو جاتے ہیں اور نفسیاتی طور پر اپنے آپ کو کسی  بھی طرح کی غیر یقینی صورت حال کے لئے تیار کر لیتے ہیں۔ اگر یہ کہا جائے کہ دونوں طرف کی افواج اپنا سارا غصہ نکالنے کے لئے جس خطے کو سب سے زیادہ نشانہ بناتی ہیں  وہ جنگ بندی کی لکیر سے ملحقہ علاقے ہیں۔

پاکستانی زیرِ انتظام کشمیر کے جنگ بندی کی لکیر سے متصل علاقوں کے مکین     جہاں بھاری گولہ باری  زیرِ اثر مال مویشی، املاک، فصلوں کی تباہی اور انسانی  جانوں کے ضیاع کے صدمے سے سے دوچار ہوتے ہیں وہیں، بنیادی  ڈھانچے ، صحت عامہ کی سہولیات، رابطہ کاری کی سہولیات سمیت دیگر بنیادی ضروریات کی عدم دستیابی کی وجہ سے ذہنی اور نفسیاتی ہیجان کی کیفیت میں مبتلا ہیں۔  یہ کوئی مبالغہ آرائی نہیں کہ جنگ بندی کی لکیر کی نزدیکی آبادیاں پسماندگی میں اپنا ثانی نہیں رکھتیں۔  جنگ بندی کی لکیر سے ملحقہ آبادی میں آگر کوئی انسان زخمی ہو جائے تو اسے مناسب اسپتال تک پہنچانے کے لئے پہاڑی اور دشوار گزار راستوں سے کم از کم  پچاس کلومیٹر کا سفر طے کرنا پڑتا ہے۔ غیر معیاری اور ناہموار سڑکوں پر صرف پچاس کلومیٹر کا  فاصلہ طے کرنے کے لئے   ڈیڑھ سے دو گھنٹے تک کا وقت درکار ہوتا ہے۔  کئی مرتبہ ایسا بھی ہوا ہیکہ مخالف سمت سے آنے والی گولی  کا نشانہ بننے والا ایک انسان جب زخمی ہوا تو  ایمبولینس کی عدم موجودگی یا مناسب ابتدائی طبی امداد کے نہ ملنے کی وجہ سےاسپتال پہنچنے سے پہلے ہی راہِ عدم کو روانہ ہوگیا۔

8 اگست 2017  کو  ضلع پونچھ کے بٹل /مدارپور سیکٹر میں جنگ بندی کی لکیر پر ہونے والی غیر معمولی نقل و حرکت یا سر گرمی کے نتیجے میں دونوں طرف کی توپوں نے آگ اگلنا  شروع کی تو بھارتی توپوں نے براہِ راست ایک گاؤں کے عام شہریوں کو نشانہ بنانا شروع کیا ، وہ گاؤں بھارتی چوکیوں کے اتنا قریب ہیکہ چھوٹے ہتھیاروں سے بھی عام انسان کو  نشانہ بنانا کوئی مشکل کام نہیں،  دیکھتے دیکھتے پورا گاؤں   پاس کے قصبے میں نقل مکانی کر گیا، مقامی کسان جن کے گھریلو اخراجا ت کا انحصار صرف زراعت پر تھا ، اپنی کھڑی فصلوں کو حسرت بھری نظروں سے دیکھتے رہے مگر ان کی کٹائی  کر کے اناج کو ذخیرہ نہیں کر سکے۔

ستایئس سالہ سرفراز امتیاز بھی جنگ بندی کی لکیر کے ملحقہ ایک گاؤں کا باسی تھا،   جس کا گاؤں جنگ بندی کی لکیر سے اتنا دور ہیکہ قریب کی چوکیوں پر بیٹھے بھارتی فوجی سرفراز کے گاؤں کے افراد کی نقل وحرکت کا آسانی سے لگا سکتے ہیں۔ سرفراز اپنے  گاؤں اور ساتھ والے گاؤں سے سکول کے بچوں کو سکول چھوڑتا اور واپس گھر لاتا تھا۔   15 فروری کی دوپہر کو سرفراز سکول کی بچیوں کو چھوڑنے جا رہا تھا کہ سب سے  قریبی بھارتی چوکی سے صرف ایک فائر ہوا جو غالباً کسی سنائپر سے کیا گیا تھا ، گولی سرفراز کے گلے میں لگی اور سانسوں کے تواتر میں حائل ہوگئی،  وین میں بیٹھی   دو طالبات حادثے کے بعد بھی محفو ظ رہیں ۔

جب میں اپنے  سارے اوسان اور کافی غور و فکر کے بعد مناسب الفاظ کا چناؤ کر کے سرفراز کے والد کے پاس پہنچا تو  فرط غم سے نڈھال ایک ناتواں شخص جو کبھی سرفراز اور اسکے بہن بھائیوں کا ہیرو رہا ہوگا سے صرف اتنا کہہ پایا  کہ ہم سب آپ کے بیٹے ہیں۔ کاش میں اس سے زیادہ مناسب الفاظ کر پاتا۔۔۔۔۔۔۔۔۔۔۔۔!!!گھر میں تعزیت کے لئے بیٹھے تمام افراد کے چہروں پر ایک سوال تھا، ایسا لگ رہا تھا کہ ابھی کہیں سے آواز آئیگی ، “ہمارا قصور کیا ہے؟” بوڑھا باپ تمام چہروں کو یوں ٹکٹکی باندھے دیکھ رہا تھا جیسے تمام چہروں میں سے سرفراز کو ڈھونڈ رہا ہو۔اور میرے یقین دلانے کے باوجود مجھ سے کہہ رہا ہو کہ نہیں تم میرے سرفراز نہیں۔شاید تما م  والدین  اپنی اولادوں  سے خودغرضی کی حد تک محبت کرتے ہیں اور دنیا کے تمام دانشوروں کی لفاظی ان کے دکھوں پر مرہم رکھنے سے قاصر ہے۔ سرفراز کے والد شاید اسکی تین ماہ کی بیٹی اور جوان بیوہ کے دکھوں کو لیکر شاید زیادہ متفکر تھے۔

جموں کشمیر کی حد بندی لائن کے دونوں طرف شاید ایک سی کہانیاں سننے کو ملیں گی ، کہیں باپ بیٹے کے جنازے کو کندھا دیکر منوں مٹی تلے دباتا ہے تو کہیں  کوئی بیٹا پیدائش سے پہلے ہی باپ کے سائے سے محروم ہو جاتا ہے۔  یہی نہیں بلکہ کبھی کبھی ایک دوسرے پر گولے داغنے والے کسی فوجی کی لاش  جب مدھیا پردیش، ناگالینڈ، راجھستان، ہماچل پردیش، کلکتہ ،  دلی ، سندھ، پنجاب ، بلوچستان یا خیبر پختونخواہ کے کسی شہر، قصبے یا گاؤں میں پہنچتی ہے تو اسکا خاندان بھی بالکل ویسے ہی نالہ و شیون بلند کرتا ہو گا جس طرح حد بندی  کی لکیر پر گولی سے مرنے والے کے لواحقین کرتے ہیں۔

جموں کشمیر کے لوگوں کا مقدمہ جسے اقوام متحدہ  کی قراردادوں میں تسلیم  کیا گیا ہے اور فریقین نے  مسئلے کو حل کرنے کی یقین دھانی کا عندیہ بھی دیا ہے  تو   فائر بندی کی  لکیر پر آگ  و خون کا کھیل کھیلنے کا مقصد سمجھ سے بالاتر ہے۔ ستم ظریفی یہ ہیکہ پاکستانی زیر انتظام جموں کشمیر ، پاکستانی حکومت اور انتظامیہ گولہ باری کے متاثرین کے لئے  خاطر خواہ انتظامات کرنے سے عاری ہے۔  زخمیوں کی مرہم پٹی کے لئے مناسب انتظام بھی نہ ہونے کے برابرہے۔ اگر متاثرین سفید پرچم لیکر احتجاج کے لئے نکلیں تو الٹا انتظامیہ احتجاج نہ کرنے کے لئے دباؤ ڈالتی ہے اور احتجاج کے منتظم نوجوانوں کو مختلف ہتھکنڈوں سے دبانے کی کوشش کی جاتی ہے۔ لاشیں اور زخمی اٹھانے کا سلسلہ تھمنے کا نام نہیں لے رہا۔ لیکن اب جنگ بندی کی لکیر پر بسنے والے عوام تمام قبائلی ، سیاسی اور سماجی تفرقات کو مٹا کر یک نکاتی ایجنڈے پر متفق ہونے کے لئے کوشاں ہیں، ضلع پونچھ ، کوٹلی اور نیلم میں اسی ایجنڈے کو مدنظر رکھتے ہوئے  جنگ  بندی کی لکیر کے ساتھ ساتھ امن مارچ بھی کئے گئے ہیں۔جنگ بندی کی لکیر سے متصل آبادیوں میں بسنے والے عوام کا صرف ایک ہی مطالبہ ہے  کہ پاکستانی اور بھارتی افواج مستقل فائر بندی کے اپنے کئے ہوئے معائدے پر عمل پیرا ہوں اور مسئلہ کشمیر کو سیاسی حل کی طرف لے جانے کی کوشش کی جائے ، مسئلہ کشمیر کے سیاسی حل سے نہ صرف ریاست جموں کشمیر کے باشندے ایک نفسیاتی کشمکش سے چھٹکارہ حاصل کریں گے بلکہ اس مسئلے کی بنیاد پرپاکستان اور بھارت کا مختص  دفاعی بجٹ، دونوں ممالک کے عام انسانوں کی ترقی اور نظامِ زندگی کو بہتر بنانے کیلئے خرچ ہوگا اور ایک پر امن جنوبی ایشیاء کا خواب شرمندہِ تعبیر ہو سکے گا۔
