شیرنادر شاہی

گلگت بلتستان پچھلے کئی ہفتوں سے احتجاجی مظاہروں، ہڑتالوں اور لانگ مارچ کی زد میں ہے۔ اس کی بنیادی وجہ عوامی ووٹوں سے منتخب ہو کر ایوانوں میں پہنچنے والے نام نہاد نمائندوں کی غفلت اور عوام سے زیادہ اپنے آقاؤں کی خوشنودی حاصل کرنے کے لیے مسائل کے حل سے روگردانی اختیار کرنا ہے۔
عوامی نمائندوں کا کام عوام کی ترقی و خوشحالی کے لیے اقدامات کرنا، ان کے ساتھ ہونے والی ظلم و زیادتی کے خلاف آواز اٹھانا، ان کے حقوق ان کی دہلیز تک پہچانا اور ان کی جان و مال کی حفاظت کو یقینی بنانے کے علاوہ ان کے خلاف ہونے والی بیرونی سازشوں کا سینہ تان کر مقابلہ کرنا ہوتا ہے اور اسی لیے عوام اپنا ضمیر(ووٹ) ان نمائندوں کے حوالے کرتے ہیں۔

لیکن بدقسمتی سے گلگت بلتستان میں سارا نظام اس کے برعکس ہے۔ الیکشن کے دنوں میں گھر گھر جا کر عوام کے ساتھ جھوٹے وعدے اور سہانے خواب دکھا کر اسمبلی تک پہنچنے والے، جیتنے کے بعد عوام کے حقوق کا تحفظ کرنے کے بجائے ان کے حقوق پر ڈاکا ڈالنے لگتے ہیں اور ان کی نمائندگی کرنے کے بجائے اپنے آقاؤں کے ساتھ مل کر عوام کش پالیسیاں بناتے ہیں اور جب عوام اس کی مخالفت کرتے ہیں تو یہ ہر حد سے گزر جاتے ہیں۔

پاکستان پیپلز پارٹی کے دورِ حکومت میں عوامی ایکشن کمیٹی نے گندم سبسڈی خاتمے کے خلاف بھرپور طاقت کا مظاہرہ کیا کیونکہ یہ گلگت بلتستان کے عوام کا بنیادی حق تھا اور پچھلے ستر سالوں سے صرف گندم سبسڈی کے لیے اپنی آزادی قربان کرنے والی قوم کے سر سے سبسڈی بھی اٹھ جائے تو ہمسایہ ریاست کا کونسا احسان یاد کرنے کے قابل رہ جاتا ہے۔ ہفتوں تک روڑ پر دھرنے دینے والے عوام کو حکومت وقت نے غدار اور ایجنٹ جیسے القابات سے نوازا اور ان پر دیگر الزامات بھی لگائے گئے۔ حالانکہ ہونا یہ چاہیے تھا کہ نام نہاد صوبائی حکومت کے منتخب نمائندے وفاقی حکومت سے خود یہ التجا کرتے کہ سبسڈ ی کا خاتمہ عوام دشمنی کے مترادف ہے کیونکہ گلگت بلتستان کے عوام پہلے ہی غربت کی چکی میں پس رہے ہیں۔ اگر سبسڈی ختم ہوئی تو لوگ بھوکے مر جائیں گے لیکن اس کے برعکس مہدی سرکار نے عوام کے خلاف ہی فیصلہ سنا دیا لیکن سلام ہو ایکشن کمیٹی اور عوام کو جو اپنے مطالبات سے ایک قدم بھی پیچھے نہ ہٹے اور بالآخر حکومت کو گھٹنے ٹیکنے پڑیں اور مطالبات منظور کر لیے۔

پچھلے ایک ماہ سے گلگت بلتستان کے عوام ایک بار پھر اپنے ساتھ روا رکھے جانے والے اپنوں اور غیروں کے ظلم و ستم کے سامنے بھرپور احتجاج کر رہے ہیں اور پرامن احتجاج ہر شہری کا بنیادی و جمہوری حق ہے۔

مگر ایک طرف حکومت نے متنازعہ خطے کے غریب عوام پر ”No taxation without representation“ کے عالمی قانون کی دھجیاں اڑاتے ہوئے ٹیکس ایڈپٹیشن ایکٹ کی مد میں غیرقانونی اور غیر آئینی ٹیکسز مسلط کیے ہیں اور اس پر پرامن احتجاج کرنے والوں کے خلاف دن بہ دن نت نئے پروپیگنڈا بیانات اور ہتھکنڈے بھی استعمال کر رہی ہے۔

ہونا تو یہ چاہیے تھا کہ وزیر اعلیٰ اور دیگر ممبران اسمبلی خود بہ خود ایسی عوام کش پالیسیوں کے خلاف وفاقی حکومت کے سامنے سراپا احتجاج بنتے اور یہ باور کراتے کہ گلگت بلتستان ایک متنازعہ خطہ ہے اور اس علاقے پر پاکستانی آئین کا اطلاق نہیں ہوتا تو یہاں ٹیکسز کا نفاذ عالمی قوانین کی خلاف ہے لیکن ایسے جرات مندانہ اقدام کی توقع نام نہاد عوامی نمائندوں سے رکھنا فضول ہے۔ کیونکہ یہ عوام کے بجائے اپنے آقاؤں کی خوشنودی کے لیے کس حد تک جاسکتے ہیں، اس کا اندازہ وزیر اعلیٰ، وزراء، ممبران اسمبلی حتیٰ کہ میڈیا کوارڈینٹرز کے مسلسل غیر سنجیدہ بیانات، الزامات اور نامناسب باتوں سے واضح ہوتا ہے۔

وزیر اعلیٰ حافظ حفیظ الرحمان اور ان کی کچن کیبنٹ کی طرف سے عوامی ایکشن کمیٹی، انجمن تاجران اور گلگت بلتستان کے عوام پر لگائے جانے والے الزامات افسوسناک ہیں کیونکہ خطے کے اندر اٹھنے والی پرامن تحریک کے مطابات حل کرنے کے بجائے ان کو بیرونی ایجنڈا اور تحریک کے مقامی رہنماؤں کو بیرونی ایجنٹ قرار دینا ایک نہایت غلط بلکہ بھیانک اقدام ہے اور ان کے نتائج بھی برے آ سکتے ہیں۔ کیونکہ پاکستانی حکمرانوں اور ان کے مقامی آلہ کاروں نے اسّی کی دہائی میں حقوق کے لیے جدوجہد کرنے والی پرامن قوم پرست تحریکوں کے قائدین پر بھی اسی طرح کے بے ہودہ الزامات لگائے تھے تاکہ عوام ان سے دور رہیں لیکن یہ حکومت اور ریاست کو مہنگا پڑ گیا کیونکہ آج نوجوانوں کی ایک بڑی تعداد ان تحریکوں میں شامل ہے اور ان کے نظریات کو تقویت مل رہی ہے جبکہ حکومتی جھوٹے الزامات بے بنیاد ثابت ہورہے ہیں۔

لیکن اُس وقت کی حکومت، اگر بجائے الزامات لگانے کے، ان تحریکوں کے جائز مطالبات پوری کرتی یا ان قوم پرستوں کو مناتی تو آج حالات بالکل مختلف ہوتے۔ آج پاکستان مسلم لیگ کی مقامی حکومت عوامی ایکشن کمیٹی کو شک کی نگاہ سے دیکھ رہی ہے حالاں کہ ان کے مطالبات بالکل جائز اور عالمی قوانین کے مطابق ہیں۔ کیا متنازعہ علاقے میں ٹیکسز کا نفاذ قانونی ہے؟ کیا آئین میں شامل کیے بغیر پاکستان کے اسمبلیوں میں نمائندگی دیئے بغیر ٹیکسز لگانا جائز ہے؟ کیا حکومت خود گلگت بلتستان کو متنازعہ نہیں سمجھتی؟ اگر گلگت بلتستان متنازعہ ہےاور پاکستان کی قومی اور صوبائی اسمبلی میں یہاں کے دو ملین عوام کی نمائندگی نہیں ہے، تو پھر جابرانہ ٹیکسز کا نفاذ کس قانون کے تحت؟ اور ان غیر قانونی ،جابرانہ و غنڈہ ٹیکسز کے خلاف آواز اٹھانے والے پرامن عوام بیرونی ایجنٹ یا غدار کیسے؟
حکومت کو چاہیے کہ وہ اپنی ناکامیوں اور غلطیوں کا اعتراف کرتے ہوئے غیر قانونی ٹیکسز کو فی ا لفور ختم کر ے اور پرامن عوام پر فرقہ واریت اور بیرونی ایجنٹ ہونے کے الزامات لگاکر انہیں بدنام کرنے اور اپنی کوتاہیوں کو چھپانے کے بجائے اپنے آمرانہ رویے پر عوام سے معافی مانگیں۔
