گلگت بلتستان میں مزاحمتی سیاست کی تاریخ زیادہ پرانی نہیں۔ یکم نومبر 1947 کو ڈوگرہ راج سے آذادی حاصل کرنے کے سولہ دن بعد آزاد ریاست پر ایک ناٸب تحصیلدار کو مسلط کر دیا گیا اور اس کے بعد گلگت بلتستان کا باگ ڈور پاکستانی حکمرانوں کے ہاتھ لگ گیا اس آزادی کو دوبارہ غلامی میں بدلنے کا زمہ دار آپ اس وقت کے سیاسی شعور سے عاری جنگ آزادی کے ہیروز کو سمجھے یا کسی بیرونی طاقت کو ٬ یہ ایک الگ بحث ہے تاہم اس سلب شدہ آزادی کی بازیابی کے لٸے جلد کوٸی تحریک ابھر کر نہیں آسکی جس کے کٸی وجوہات میں سے ایک وجہ اسلام کے نام پر خطے پر قبضہ تھا جس کو مذہبی جنونیت میں قوم نے تسلیم کر لیا تا ہم حقوق کے لٸے چھوٹی موٹی تحریکیں مختلف شکلوں میں ابھرتی رہی۔ خطے کی مستقبل کے حوالے سے ان تحریکوں کے پاس کوٸی واضح نظریہ نہ ہونے کی وجہ سے ان کو پذیراٸی نہیں ملی اور اسی طرح منظر عام سے غائب  ہوتی گئی ہے۔

80 دہائی کے بعد گلگت بلتستان میں ایک واضح نظریے  کے ساتھ گلگت بلتستان میں قوم پرست سیاسی تحریکوں کا آغاز ہوا اور ان کا نظریہ گلگت بلتستان کی آزادی و خودمختاری تھا اس نظرٸے سے منسلک لوگ ابتدائی دنوں میں کم تھے لیکن ان کے جذبات اور عزم مضبوط تھا جس کی وجہ سے قیدو بند کی صعوبتوں بھی ان کو ان کے مقصد سے دور نہیں کر سکی۔ قوم پرستی و مزاحمتی سیاست کے ان کرداروں میں ایک اہم نام سید حیدر شاہ رضوی ( شہید ) کا آتا ہے۔

سید حیدر شاہ رضوی نے بلتستان کے دور افتادہ گاوں ترکتی کھرمنگ کے ایک سادات گھرانے میں آنکھ کھولی او ابتدائی تعلیم حاصل کرنے کے بعد میٹرک کراچی سے کیا اس کے بعد کامرس میں ڈپلومہ، بین الاقوامی تعلقات میں بی اے اور پھر سیاسیات میں ماسٹرز کی ڈگری حاصل کی اور ایران کے مدرسوں میں دینی تعلیم دیتے رہے تاہم یہ سلسلہ زیادہ دیر جاری نہ رکھ سکے کیونکہ ان کا دل گلگت بلتستان کے مظلوم و محکوم عوام کے ساتھ دھڑکتا تھا جس کے باعث عوامی حقوق کے لئے بھرپور جدوجہد کی غرض سے وطن واپس آگئے۔

حیدر رضوی ابتدائی دنوں سے ہی قومی جذبے سے سرشار تھا اور انہوں نے باقاعدہ قوم پرستی کا آغاز دور طالب علمی سے ہی کیا تھا میٹرک کے بعد 1983 کو کراچی میں گلگت بلتستان سٹوڈنٹس فرنٹ کے پلیٹ فارم سے طلبا سیاست کا آغاز کیا اس دوران میں جی بی ایس ایف اسلامیہ کالج کا جوائنٹ سکرٹری منتخب ہوا اس کے بعد 1986 میں دیگر ساتھیوں کے ساتھ مل کر بلتستان سٹوڈنٹس فیڈریشن کی بنیاد رکھی تاکہ بلتستان میں سیاسی سرگرمیوں کا آغاز کیا جاسکے۔ اس پلیٹ فارم سے انہوں نے بلتستان میں پانچ ڈسٹرکٹس کے قیام کے لئے جدوجہد کے ساتھ ساتھ گلگت بلتستان کے حقوق کے لئے آواز اٹھائی اور ایک مضبوط طالب علم رہنما کے طور پر ابھرے۔ وہ نہ صرف بلتستان میں بلکہ پورے گلگت بلتستان میں مزاحمتی سیاست کے علمبردار گردانے جاتے ہیں اور وہ بلتستان کے پہلے واحد سیاسی لیڈر تھے جن کو سیاسی کارکن کے طور پر قیدوبند کی صعوبتیں برداشت کرنا پڑا۔ بی ایس ایف کے مرکزی کنونشن کے لئے انہوں نے گلگت بلتستان بھر سے پہلی دفعہ قوم پرست رہنماوں کو بلتستان مدعو کیا جن میں ایس ایس پی مرحوم امیرحمزہ، بی این ایف کے چئرمین عبدالحمید خان، شاہ رئیس ایڈوکیٹ وغیرہ شامل تھے اس کے بعد حیدر رضوی نے پہلی دفعہ گلگت اور بلتستان کے درمیان رابطے کا آغاز کیا اور گھڑی باغ جلسے میں تقریر کرنے پر حکمرانوں نے ان کے خلاف بغاوت اور علیحدگی کے مقدمات قائم کئے اور اس وجہ سے گلگت، چلاس اور سکردو کے جیلوں میں قیدوبند رکھا گیا اور ذہنی و جسمانی تشدد کا نشانہ بنایا گیا لیکن قیدو بند کی یہ صعوبتیں ان کے عزم کو کمزور نہ کر سکی بلکہ اور مضبوط بن کر علاقائی تنظیم سے نکل کر پورے گلگت بلتستان کی مزاحمتی سیاسی کردار کے طور پر میدان سیاست میں قدم جمائے رکھے۔

طویل قید کاٹنے کے بعد حیدر شاہ رضوی جب رہا ہوگئے تو انہوں نے گلگت بلتستان کی آزادی و خودمختاری کے لئے جدوجہد کا آغاز کر دیا اور 2000 میں سکردو کے مقام پر ایک قوم پرست تنظیم گلگت بلتستان نیشنل مومنٹ کے نام سے بنائی لیکن معاشی مسائل کی وجہ سے وہ تنظیم نہیں چلا سکے اس کے بعد 2005 میں تحقیق کےبعد بالاورستان نیشنل فرنٹ کے منشور کو قومی مفاد میں پاکر بی این ایف میں شمولیت اختیار کی اور اپنی مضبوط جدوجہد کے پیش نظر بی این ایف کے وائس چیئرمین بھی منتخب ہوگئے اور بھرپور سیاسی جدوجہد کی مثال قائم کی۔

گلگت بلتستان قانون ساز اسمبلی کے 2008 میں منعقدہ انتخابات میں جب گلگت بلتستان کے تمام قوم پرست و ترقی پسند تنظیموں نے مشترکہ الائنس گلگت بلتستان ڈیموکریٹک الائنس کے پلیٹ فارم سے الیکشن میں حصہ لینے کا اعلان کردیا تو انہوں نے بی این ایف کی طرف سے امیدوار کے طور پر الیکشن میں حصہ لیا تاہم ان کو کامیابی نہیں مل سکی جس کے وجوہات انہوں نے اپنے ایک انٹرویو میں یوں بیان کئے تھے کہ ” قوم پرستوں نے آزادی و خودمختاری کا نعرہ بلند کر کے اپنے آپ کو ایک خوفزدہ مخلوق قرار دیا ہوا ہے جس کی وجہ سے عوام میں ان کے متعلق افواہیں اور چہ میگوئیاں پھیلی ہوئی ہیں ہمیں کبھی انڈیا کا ایجنٹ کبھی یورپ اور کبھی امریکہ کا ایجنٹ اور کبھی موساد ،را کا ایجنٹ کہا جاتا ہے اس وجہ سے بیوروکریسی اور خفیہ ایحنسیوں نے یہاں کے سادہ لوح عوام کو قوم پرستوں کے متعلق ڈرایا کہ انکا ساتھ نہ دیا جائے اگر ان کو ووٹ دوگے تو عوامی مسائل حل نہیں ہونگے اس لئے عوام ہم سے دور ہوگئے اور ہمیں ووٹ نہیں ملیں۔ ”

سید حیدر شاہ رضوی(شہید) نے دیگر سیاسی رہنماوں کی طرح صرف روایتی سیاست پر گزارہ نہیں کیا بلکہ انہوں نےاپنی بے مثل تحریروں کے ذریعے اپنی جدوجہد کو پرامن طریقے سے آگے بڑھایا۔ ان کی تحریریں مظلوم و محکوم عوام کے جذبات کی ترجمانی کرتی تھیں ، اُس وقت کے ماہنامہ بانگِ سحر میں سید حیدر شاہ رضوی (شہید) کی تحریریں “آوازِ حق” کے عنوان سے شائع ہوتی تھیں اور ان تحریروں کے ذریعے شہید نے خطے میں شعور اجاگر کرنے میں اہم کردار ادا کیا۔ اب بھی گلگت بلتستان کی تعلیمی نصاب میں گلگت بلتستان کی تاریخ ، جغرافیہ، تہذیب و تمدن اور ہیروز کو مکمل طور پر نظرانداز کیا جاتا ہے لیکن یہ سید حیدر شاہ رضوی جیسے عظیم قلمکاروں کا احسان ہے کہ انہوں نے قلم کے ذریعے بے شعور قوم کو اپنی تاریخ اور تہذیب و تمدن سے روشناس کیا۔

حیدر شاہ رضوی (شہید) نے اپنی زندگی میں کئی کتابیں لکھی لیکن غربت اور معاشی مسائل کی وجہ سے ان کی اشاعت ممکن نہیں ہوسکا جس کا دکھ شہید کو ہمیشہ سے تھا وہ چاہتے تھے کہ کسی نہ کسی طرح ان کتابوں کی اشاعت ممکن ہوسکے لیکن ان کی زندگی میں یہ کام نہیں ہوسکا البتہ مستقبل میں ان کی اشاعت کے کئے کام جاسکتا ہے جس سے نہ صرف شہید کی روح کو تسکین ہو گی بلکہ آنے والی نسلوں کو اپنی دھرتی کے بارے میں جاننے کا موقع مل سکے گا۔

سید حیدر شاہ رضوی (شہید) کو ان کی قوم پرستانہ اور انقلابی نظریات کی وجہ سے اسٹبلشمنٹ اور حکومتی مشینری نے غدار اور ایجنٹ جیسے القابات سے نوازا اور بیرونی ایجنسیوں سے پیسے لینے کے الزامات ان پر لگادئے گئے اور ان کے خلاف پروپیگنڈے کئے گئے جب وہ اپنے دبنگ انداز میں تقریر کرتے تو لوگ جلسہ چھوڑ کر بھاگ جاتے تھے اور ان کو پاگل مجنوں بھی کہتے تھے اور کیوں نہ کہے، جس معاشرے میں اسٹبلشمنٹ کی خوشنودی اور روایتی پارٹیوں میں شامل ہو کر الیکشن جیتنے ،کرپشن کرنے، مال سمیٹنے اور قوم کو بے وقوف بنانے کا رواج عام ہو اس معاشرے میں عوامی حقوق کی بازیابی اور نظریاتی جدوجہد کرنے والے پاگل اور دیوانے ہی ہوتے ہیں۔

سید حیدر شاہ رضوی (شہید) نے آخری دنوں تک اپنی مزاحمتی جدوجہد کو جاری رکھا اور “اضلاع بناو ،سرحدیں کھولو تحریک” کا اغاز کیا اور عوام کی بنیادی حقوق کی جدوجہد کرتے رہیں لیکن ان کی زندگی نے ان کے ساتھ وفا نہیں کی اور طویل علالت کے بعد 22اپریل 2015 کو انتقال کر گئے۔ انہوں نے اپنی زندگی میں کہا تھا کہ مجھے حکومتی ایجنسیوں نے دورانِ قید ذہنی و جسمانی طور پر تشدد کا نشانہ بنایا ہے جس کی وجہ سے میرے اندر مہلک بیماریوں نے جنم لیا، میرے مرنے کے بعد مجھے “شہید” لکھا اور پڑھا جائے۔ ۔

آہ پیر آف بالاورستان؛ یقیناً آپ شہید ہے آپ ہمیشہ زندہ رہیں گے،آپ کے نظریات رہتی دنیا تک قئم رہے گے ، آپ کی تحریریں اور تقریریں اس بے حس قوم کی کانوں میں ہمیشہ گونجیں گی اور ان کے مردہ ضمیروں کو جنجوڈیں گی اور آپ پر غداری کے الزامات لگانے والی بے شعور قوم کو ایک نہ ایک دن یہ احساس ضرور ہوگا کہ انہوں نے آپ کا ساتھ نہیں دیا اور وہ خود بولیں گے کہ بیرونی ایجنسیوں سے پیسے لینے والا عجب غدار/ ایجنٹ تھا جس کے پیر میں ہمیشہ پھٹے چپل، کپڑوں پر پیوند اور جیب میں کرایہ نہیں ہوتا تھا۔۔
