شیر نادرشاہی

یوں تو گلگت بلتستان کی مثال ایک جیل کی سی ہے، جس میں دو ملین کے لگ بھگ قیدی گزشتہ ستر سالوں سے ناکردہ گناہوں کی سزائیں، ظلم و جبر اور قیدو بند کی صعوبتیں برداشت کر رہے ہیں اور اس کے اندر حقوق کے لیے پرامن آواز بلند کرنا بھی ایک سزا بن چکا ہے۔ ایک طرف کچھ مقامی مفادپرست عناصر مسلط شدہ بیرونی جماعتوں کی چھتری تلے بیٹھ کر بیس لاکھ عوام کی سیاسی مستقبل کے ساتھ بار بار زنا بالجبر کے مرتکب ہو رہے ہیں اور بنی گالہ، گھڑی خدابخش اور تختِ لاہور کی وفاداری میں گم ہیں تو دوسری طرف اس خطے میں بسنے والے پسے ہوئے طبقات کی بنیادی سیاسی و جمہوری حقوق کی خاطر جہدِ مسلسل میں مصروفِ عمل ہے لیکن بدقسمتی سے اس نظریاتی و مستحکم سیاسی سوجھ بوجھ رکھنے والے پرامن سیاسی رہنماؤں کو ایک منظم سازش کے تحت کچلنے کی ہر ممکن کوشش سرکاری اداروں، اسٹبلشمنٹ اور حفیہ اداروں نے پردے میں رہتے ہوئے اپنے مقامی آلہ کاروں کے ذریعے شروع کر رکھی ہے۔

چند روز ہوئے گلگت بلتستان کے انقلابی سوشلسٹ رہنما احسان علی ایڈووکیٹ کو رات و رات پولیس نے گرفتار کر لیا اور جوڈیشل ریمانڈ حاصل کرنے کے بعد گلگت جیل منتقل کردیا۔ احسان ایڈوکیٹ کو توہینِ مذہب کے ایک جھوٹے کیس میں کچھ مقامی آلہ کاروں کی طرف سے ایف آئی آر درج کرنے کے بعد گرفتار کیا گیا۔ ان کی گرفتاری کی وجہ یہ بتائی گئی کہ انہوں نے ایک فرقے کے عقیدے کے ساتھ اس طرح کھیلا کہ ایک فیس بک پوسٹ جو ایران سے شیئر ہوتے ہوئے گلگت پہنچ چکا تھا، جس میں ایک لڑکی منبر پر بیٹھی تھی اور وہ جب گلگت پہنچ گیا تو احسان ایڈوکیٹ نے بھی شیئر کیا اور وہ توہینِ مذہب کے مرتکب ہوئے۔

اس پوسٹ کو شیئر کرنے کے بعد گلگت سے تعلق رکھنے والے ایک سازشی شخص جو احسان علی ایڈوکیٹ کے سیاسی اور نظریاتی جدوجہد کے مخالف ہے، نے احسان علی ایڈوکیٹ کو توہینِ مذہب کا مرتکب ٹھہراتے ہوئے اور ان کو ملعون جیسے القابات سے نوازتے ہوئے فیس بک پر پوسٹ کیا اور انہوں نے احسان ایڈوکیٹ کے خلاف فتویٰ جاری کیا، جس کی وجہ سے کچھ مذہبی عناصر نے احسان ایڈوکیٹ کی خوب کردار کشی کی اور ان کو کافر بھی قرار دے دیا لیکن اس کے فوراً بعد احسان علی ایڈوکیٹ نے اس پوسٹ کو ڈیلیٹ  کردیا اور ایک طویل وضاحتی پوسٹ بھی جاری کردی، جس کے ذریعے انہوں نے اہلِ تشیع کے ہر فرد سے معذرت کی اور کہا کہ ان کا مقصد کسی بھی مذہبی فرقے کی دل آزاری نہیں تھی۔

احسان ایڈوکیٹ نے صرف فیس بک پہ معذرت نہیں کی بلکہ ملت جعفریہ کے قائد آغا راحت حسین الحسینی کے پاس بھی گئے اور ان سے بھی معافی مانگی اور آغا راحت نے بھی اس معاملہ کو درگزر کردیا۔

تاریخ گواہ ہے کہ پاکستان کے اندر اور گلگت بلتستان میں کھرے، سچے، نظریاتی اور اصولوں پر مبنی سیاست کرنے والے کرداروں کو ان کے سیاسی حریف، وڈیرے، جرنیل، ریاستی مشینری اور اسٹیبلشمنٹ نے اسلام دشمن، کافر، بیرونی آلہ کار اور ایجنٹ جیسے الزامات لگاکر ان کی جدوجہد کو عوام میں پذیرائی ملنے سے روکا اور گلگت بلتستان کے موجودہ حالات میں ہر وہ ذی شعور انسان نشانے پر ہے، جو گلگت بلتستان کے عوام کے ستر سالہ استحصالی دور کے خاتمے کے لیے جدوجہد کرتا ہے۔

چائنہ پاکستان اقتصادی راہ داری  میں گلگت بلتستان کا حصہ، عوامی ملکیتی زمینوں پر قبضے کے خلاف آواز اٹھانے والے، سیاسی جمہوری اور بنیادی حقوق کے لیے جدوجہد کرنے والے دورِ حاضر میں غداری کے مقدمات، شیڈول فور  اور دیگر مقدمات بھگت رہے ہیں اور آئے روز کسی نہ کسی پرامن  سیاسی کارکن کی گرفتاری کی خبریں سوشل میڈیا پر آتی ہیں لیکن بدقسمتی سے مقامی سطح پر عوامی ردِ عمل نہ ہونے کی وجہ سے انسانی حقوق کی عالمی تنظیموں اور مہذب دنیا تک یہاں کے مظلوم عوام کی آواز نہیں پہنچ سکتی۔

موجودہ حالات میں گلگت بلتستان کے اندر سیاسی سکوت طاری ہے، جس کی وجہ ریاستی اداروں، خفیہ اداروں اور حکومتی مشینری کا پرامن عوام کے خلاف طاقت کا بے جا استعمال ہے اور ان حالات میں گلگت بلتستان کے اندر سے اٹھنے والی آوازوں کو کسی نہ کسی طریقے سے دبانے کے لیے ہر قسم کے حربے استعمال کیے جارہے ہیں۔ ستمبر2016 کے بعد مقامی قوم پرست تنظیم بی این ایف پر سی پیک کو سبوتاژ کرنے کا الزامات لگاکر درجنوں کارکنوں کو گرفتار کرنا، سانحہ عطا آباد کے بعد درجنوں کارکنوں کو جیلوں میں قید کرکے عمر قید کی سزائیں دینا، معروف قوم پرست و ترقی پسند کارکنوں کے نام شیڈول فور میں ڈال کر ان کی آواز دبانا اور اب احسان علی ایڈوکیٹ جیسے غیر متنازعہ غیر مذہبی سوشلسٹ و ترقی پسند رہنما کو اپنے مقامی آلہ کاروں کے ذریعے توہین مذہب کے الزامات لگا کر ان کو گرفتار کرنا خطے کے اندر سے اٹھنے والی پرامن آوازوں کو مکمل دبانے کی کوشش ہے، جو حکومت اور اسٹیبلشمنٹ کو آگے چل کر بہت ہی مہنگی پڑ سکتی ہے کیونکہ عوام کو بنیادی حقوق دینے کے بجائے ان پر طاقت کا استعمال ناجائز عمل ہے۔

گلگت بلتستان کی موجودہ حالات کے تناظر میں اگر بغور جائزہ لیا جائے تو احسان ایڈوکیٹ کی گرفتاری توہینِ مذہب کے الزام میں نہیں بلکہ سیاسی حقوق کے لیے مضبوط آواز بننے کی وجہ سے ہے کیونکہ کسی اور کے پوسٹ کو شیئر کرنے کے بعد اسی وقت ڈلیٹ کرنا، پھر معذرت کرنا اور اس کے بعد اسی فرقے کےسب سے بڑے اور  نامی گرامی عالم کے پاس جا کر معافی مانگنے کے باوجود کچھ مقامی آلہ کاروں کے ذریعے سازشی عمل کا نہ روکنا سوالیہ نشان ہے اور عوام کو سمجھ آنا چاہیے کہ احسان ایڈوکیٹ جیس قد آور شخصیت کو گرفتار کرنے کے لیے جواز نہیں مل رہا تھا اور احسان ایڈوکیٹ کی گرفتاری کے بغیر گلگت بلتستان میں حقوق کے لیے اٹھنے والی تحریکوں کو دبانا یا ختم کرنا مشکل ہی نہیں بلکہ ناممکن تھا کیونکہ احسان ایڈوکیٹ موجودہ حالات میں ایک مضبوط سیاسی رہنما ہونے کے ساتھ ساتھ گلگت بلتستان سپریم اپیلٹ کورٹ بار کے صدر بھی تھے جبکہ ان کی جدوجہد حکومت، اسٹبلشمنٹ اور ریاستی داروں کو کھٹک رہی تھی، جس کو خاموش کرانا لازمی تھا اور اسی وجہ سے ایک پوسٹ کو جواز بناکر ان کو رات و رات گرفتار کیا گیا۔
