میں طبیعتا نرم مزاج ہوں ۔ بچے میری کمزوری ہیں۔ ساحل کی ٹھنڈی ریت ، چٹکتی چاندنی ، سمندر کی لہریں ، دریا کا پانی ، بارش ، پہاڑ ، سبزہ ، رنگ برنگے طائر غرضیکہ کائنات کی ہر خوبصورت شے میرے اندر طمانیت کا احساس پیدا کرتی ہے ۔ بچے بھی دنیا کی ہر خوبصورت چیز کی طرح میرے جمالیاتی ذوق کی تسکین کرتے ہیں جبکہ ان کی معصوم شرارتوں اور باتوں سے میں بے حد محظوظ ہوتی ہوں۔ بچوں سے ملاقات میں اپنے ہر عمل سے انہیں اعتماد دینا اور باور کرانا کہ دنیا بہت خوبصورت اور رہنے لائق ہے ، میرا اولین مقصد ہوتا ہے ۔ بچوں سے متعلق کسی بھی معاملے پر میں غیر معمولی طور پر حساس ہوجاتی ہوں۔

گزشتہ دنوں فیس بک پر ایک نوزائیدہ بچے کی دل کو چیرتی ہوئی تصویر نظر سے گزری جس پر لوگوں نے مختلف خیالات کا اظہار کیا تھا ۔ تصویر میں ایک نوزائیدہ بچے کو کچرے پر پڑے ہوئے دکھایا گیا تھا جس کے خستہ اور زخمی جسم کو دیکھ کر محسوس ہورہا تھا کہ کسی جانور نے بھی اس کے نازک جسم کو نوچ کر اپنی بھوک مٹانے کی کوشش کی ہو ۔ ہمارے معاشرے میں اس طرح نوزائیدہ بچوں کا کچرے کے ڈھیر پر ملنا کچھ نیا نہیں اور ایسے واقعات پر لوگوں کی اکثریت جس نوعیت کا رد عمل دیتی ہے وہ بھی انوکھا نہیں۔

ایسے مواقع پر بحیثیت معاشرہ خود کو مورد الزام ٹھہرانے کے بجائے لوگ مرد و عورت اور مرد سے کہیں زیادہ عورت کو قصوروار گردانتے ہوئے نظر آتے ہیں۔ انہیں اپنے بیٹوں کی تربیت کا فقدان نظر نہیں آتا ، الٹا لڑکی کو زمانے کی اونچ نیچ سے ڈرایا جاتا ہے۔ مذکورہ تصویر میں بھی لوگوں کی اکثریت نے عورت کو زیادہ ذمہ دار قرار دیا جس سے میں بالکل اتفاق نہیں کرتی۔ بات یہ ہے کہ ہم نے انسانی فطرت پر جو قدغن لگائی ہے وہ معاشرے کو جسمانی ، ذہنی اور نفسیاتی طور پر بیمار کر رہی ہے ۔ آپکو ہر جگہ جنسی مریض نظر آئیں گے ۔ یہاں بچوں کے ساتھ مسجدوں میں ریپ ہوتے ہیں ، چھوٹی عمر کی بچیوں کو زیادتی کے بعد قتل کردیا جاتا ہے ، خواتین کو عوامی مقامات پر جنسی طور پر ہراساں کیا جاتا ہے ، بعض گھروں میں کام کرنے والی نوکرانیاں اور بچے بھی جنسی ہوس کا شکار ہوتے ہیں ۔ مخلوط تعلیم و تفریح کے مواقع روک کر جبکہ نکاح اور شادی کے معاملات کو مشکل بناکر ہم نے خود اپنے لئے مشکل کھڑی کردی ہے ۔

بلاشبہ ہم ایسے گھٹن زدہ معاشرے میں رہتے ہیں جہاں عورت چاہتے ہوئے بھی اس بچے کو اون نہیں کرسکتی جسے اس نے اپنی کوکھ سے جنم دیا ہو کیونکہ دنیا کی نظر میں وہ بچہ ناجائز ہے۔ میں نہیں سوچ سکتی کہ کوئی ماں اپنے جگر گوشے کو یوں اس بے رحم دنیا کے حوالے کرسکتی ہے۔ لڑکیوں سے بھی گذارش ہے کہ اگر ایسی صورتحال درپیش ہو تو بچے کو قتل کرنے کے بجائے ایدھی کے جھولے میں ڈال دیا کریں جہاں کوئی آپ سے باز پرس نہیں کرے گا اور آپ قاتل ہونے سے بچ جائیں گی ۔ مغربی دنیا کو مادر پدر آزاد اور بے حیا کہنے والے بتائیں کہ وہاں کسی نے اس طرح بچوں کو کوڑے کے ڈھیر پر پڑا دیکھا ہے ؟ مغربی معاشرے میں انسانیت بھی ہے اور شخصی آزادی بھی ۔ اگر کسی عورت کو بچہ رکھنا ہے تو وہ بخوشی اسے پالتی ہے ، اس پر کسی قسم کا جبر نہیں اور نہ ہی کوئی اسے طعنے دیتا ہے۔ یہ پھپھوند زدہ معاشرہ جہاں انسانیت کی نعش بھی گل سڑ چکی ہے ایسے واقعات کا براہ راست ذمہ دار ہے۔ دوسری ذمہ داری مرد پر عائد ہوتی ہے ۔ ہمارے معاشرے کی مجموعی سوچ ہی ایسی ہے کہ یہاں مرد ہر عورت پر نظر رکھنا اور اس کا استحصال کرنا اپنا پیدائشی حق سمجھتے ہیں۔

اگر مرد میں اخلاقی جرات نہیں بچے کو اون کرنے کی تو کسی لڑکی کو پیار اور شادی کے سپنے دکھا کر اس حد تک نہ لیجائے۔ اگر مرد اصل مرد بن کر معاملے کو سنبھال لے تو بات معاشرے تک بھی نہ جائے لیکن افسوس ہوتا ہے کہ مشرقی معاشرے میں ایک طرف تو مردوں کو اپنی برتری کا جھوٹا زعم ہے تو دوسری جانب اس بھرم کو قائم رکھنے کے لئے مرد عورت کا محافظ بننے کے بجائے خود اس کی عزت سے کھلواڑ کرتا نظر آتا ہے۔ افسوسناک صورتحال یہ ہے کہ پارلیمنٹ کی جانب سے اس مسئلے پر کوئی قانون سازی نہیں کی گئی جبکہ معمولی نوعیت کی چیزوں پر ازخود نوٹس لینے کا درخشاں ریکارڈ رکھنے والی عدلیہ بھی چپ سادھے بیٹھی ہے۔ خواتین کے تحفظ سمیت دیگر اہم سماجی معاملات پر قانون سازی میں سندھ اسمبلی کا ملک کی دیگر اسمبلیوں کے مقابلے میں ایک مقام ہے لیکن وہ بھی اس اہم مسئلے سے تاحال صرف نظر کئے ہوئے ہے۔
