“نظریہ غزوہ ہند، خطے کی سیاست اور مذہبی انتہا پسندی”

جنوبی ہند کی ریاست کیرالہ میں “چیرامن جامع مسجد” کی تعمیر کے 83 سال بعد محمد بن قاسم نے 712 عیسوی میں دیبل کو فتح . یعنی ہم کہہ سکتے ہیں کہ ہند میں جنوبی ہند کے راستے اسلام انتہائی پروقار اور پرامن طریقے سے داخل ہوا اور ریاست کیرالہ دیبل کے مقابلے میں پہلا باب الاسلام ہے۔

اب آتے ہیں ہندوستان کی سیاست میں غزوہ ہند سمیت دوسری مذہبی نظریات کے اثرات کی طرف مگر اس سے پہلےِ جنوبی ایشیاء کی آبادیات کا ایک مختصر جائزہ لیتے ہیں. دنیا کی کل آبادی کا 24 فیصد حصّہ سارک ممالک (افغانستان,پاکستان,ہندوستان,بنگلہ دیش,نیپال,بھوٹان,سری لنکا,مالدیپ) کے 5.2 ملین اسکوائر کلومیٹر پر آباد ہے۔ یہ خطہ دنیا کے گنجان ترین خطّوں میں شمار کیا جاتا ہے. تعلیم کی کمی ,صحت کی ناقص سہولیات,غربت، آبادی میں اضافہ، وسائل کی غیر منصفانہ تقسیم اور بڑھتی ہوئی مذہبی انتہا پسندی خطّے کے بنیادی مسائل ہیں۔ خطے میں پاکستان، افغانستان اور بنگلہ دیش مسلمان اکثریتی مما لک ہیں۔ بھارت میں مسلمان دوسری بڑی اکثریت ہیں جبکہ بقیہ ممالک میں بھی مسلمان بڑی تعداد میں موجود ہیں۔ ہندو دنیا کی کل آبادی کا 16 فیصد حصّہ ہیں اور انکی واضح ترین اکثریت ہندوستان اور نیپال میں آباد ہے اسکے علاوہ سارک ممالک کے بقیہ ممالک میں بھی ہندو آباد ہیں. یعنی ہم کہہ سکتے ہیں کے اس خطّے کی آبادی کا اکثریتی حصّہ اسلام اور ہندو دھرم کے ماننے والوں پر مشتمل ہے اسکے بعد اس خطے کی بڑی آبادی بدھ مت، سکھ مت، جین مت اور مسیحیت کے پیروکاروں کی ہے۔

اگر آپ کو پڑوسی ملک ہندوستان کی سیاست سے دلچسپی ہے تو آپ یہ ضرور جانتے ہونگے کہ ہندوستان کی حکمران جماعت BJP نے پچھلے الیکشن کی مہم ہندو بنیاد پرستی پر چلائی تھی اور انکا نشانہ کھلم کھلا ہندوستانی مسلمان تھے۔  کیونکہ BJP کے پاس ہندوستانی مسلمانوں کے خلاف کوئی مقدمہ موجود نہیں تھا اس لیئے انکے پوری الیکشن مہم کانگریس کی کمزوریاں , پاکستان کی جانب سے دہشت گردی (انکے مطابق) اور بہتر معاشی نظام تھا۔ مگر یہ بھی حقیقت ہے کہ عوامی مقامات پر انکے مذہبی لیڈران کی جانب سے ہندؤں کو یہ خوف دلایا گیا کہ “مسلمان جلد ہی تم پر حاوی ہوجائیں گے, باہر سے آنے والے مسلمان حملہ آوروں نے تم پر ظلم ڈھائے , مسلمانوں نے تم سے تمھارے ملک کا ایک بڑا حصّہ ہتھیا لیا اور اب یہ بقیہ بچے ہوئے ہندوستان پر بھی نظریں گڑائے بیٹھے ہیں۔ یہ غزوہ ہند کی تیاری کررہے ہیں اور ایک دن یہ تم سے تمھارا وطن چھین کر اس زمین سے سناتن دھرم (ہندومت) کا نام و نشان مٹا دیں گے۔ تم جانتے ہو کہ پاکستان, افغانستان اور بنگلہ دیش میں ہندؤں اور دیگر غیر مسلموں کے ساتھ بدترین سلوک کیا جاتا ہے اور لفظ “کافر” کو گالی کی طرح انکے نام کے ساتھ جوڑ دیا گیا ہے لہذا ہندوستانی عوام کو سیکولر جماعتوں کو چھوڑ کر BJP کا ساتھ دینا چاہیے”۔

اس مقصد کے حصول کے لیئے BJP کی مدد اسکی روحانی پیشوا تنظیم RRS نے کی۔ RRS ہندو مذہبی بنیاد پرست جماعت ہے اسکا قیام 1925 میں عمل میں آیا، اس وقت یہ جماعت سیکولر کانگریس کی شدید مخالف تھی اور ہندو راج (ہندو راشٹر) کے قیام کے لیئے زور لگا رہی تھی . شاید بہت سارے لوگوں کو یہ معلوم نہیں کے RRS کے روحانی رہنما ساورکر نے ہی سب سے پہلے یہ بات اٹھائی تھی کہ ہندو اور مسلمان دو مختلف اقوام ہیں ,مسلمان صدیوں سے خطّے پر قابض ہیں چونکہ اب ہمیں آزادی ملنے والی ہے اس لیئے یہ ہمارا حق ہے کہ ہندوستان ایک ہندو راشٹر کے طور پر دنیا کے نقشے پر ابھرے اور یہاں”منو سمرتی” ( ہندو قانون شریعت) کے قوانین لاگو کیئے جائیں.
آپ RRS کی ویب سائٹ پر جاکر اکھنڈ بھارت (گریٹر انڈیا) کا نقشہ ملاحظہ فرمائیں. انکا نقشہ “موریہ ایمپائر” سمراٹ اشوکا کے زمانے کے بھارت ورش سے متاثر ہے یعنی تمام سارک ممالک مگر تبّت و برما کے اضافے کے ساتھ۔ RRS کا نصب العین ہے کہ وہ ایک دن اسے حاصل کر کے رہیں گے۔ BJP کے رکن سبرمنیم سوامی کے مطابق کشمیر بھارت کا سر ہے اور پاکستان یا کشمیری مسلمان یہ بھول جائیں کہ ہم اسے مسلمانو ں کے حوالے کریں گے چاہے اس کے لیئے کچھ بھی کرنا پڑے, اگر مسلمان غزوہ ہند کی تیاری میں ہیں تو ہم بھی”بھارت” کی حفاظت کرنا جانتے ہیں. BJP کے حا لیہ دور حکومت میں مسلمانوں کے ساتھ جس قسم کے بہیمانہ سلوک کی خبریں میڈیا میں آئیں وہ اس بات کا واضح ثبوت ہیں کہ ہندوستان میں ہندو انتہا پسندی عروج کی طرف گامزن ہے اور اب پاکستان کی طرح ہندوستان میں بھی مذہب /دھرم سیاسی مقاصد کے حصول کے لیئے استعمال ہورہا ہے۔ اب خطّے کی صورتحال یہ ہے کہ پاکستان , افغانستان اور بنگلہ دیش میں اسلامی انتہا پسندی کے ہاتھوں غیر مسلم اقلیتیں نقصان اٹھا رہی ہیں اور انہیں تعصب کا سامنا کرنا پڑتا ہے اسی طرح ہندوستان میں مسلمان ہندو انتہا پسندوں کے نشانہ پر ہیں اور برما اور سری لنکا میں بھی بدھسٹ انتہا پسندوں کے جانب سے مسلمانوں پر کیئے جانے والے انسانیت سوز مظالم نے انسانیت کو شرمسار کر رکھا ہے. ہندوستانی مسلمانوں کو پاکستانی، جہادی، دہشت گرد اور” احسان فراموش قوم ” کہہ کر گالی دی جاتی ہے یہی حال برما اور سری لنکا میں ہے۔

سوال یہ ہے کہ ایسی صورتحال میں اسلامی ریاست پاکستان کا کیا کردار ہونا چاہیے؟

عام بیانیہ یہ ہے کہ پاکستان اسلام کے نام پر معرض وجود میں آیا تھا اور یہ اسلام کا قلعہ ہے. مگر بدقسمتی یہ ہے کہ ہم اسے ایک کنوئیں میں تبدیل کرنا چاہتے ہیں جس میں گھٹن اور جبر ہو۔ اگر ہم خود کو عظیم قوم اور پاکستان کو ایک عظیم ریاست بنانا چاہتے ہیں تو ہمیں خطّے میں موجود مسلمانوں کی اخلاقی ذمہ داری لینی ہوگی اور ایسے ہر اقدام سے خود کو دور رکھنا ہوگا جسکا منفی اثر خطّے کے مسلمانوں پر پڑے. فتح دیبل منانے میں مسلمانوں کی کوئی شان نہیں کیونکہ اب نا وہ فاتحین موجود ہیں ناہی انکے ہاتھوں شکست کھانے والے راجہ, آج اس دھرتی پر ہمارے ساتھ وہ اقوام بستے ہیں جو ہمارے بھائی اور اس دھرتی کے بیٹے ہیں اور ہمیں انہیں یہ بتانا ہوگا کہ انکا اس ملک پر اتنا ہی حق ہے جتنا ہمارا۔

یہ خطہ پہلے ہی مذہبی انتہا پسندی کی آگ میں جل رہا ہے اس لیئے ہمیں تنازعہ کشمیر کو بھی مذہبی رنگ دینے کے بجائے سیاسی بنیادوں پر حل کرنا ہوگا کیونکہ جموں کشمیر میں صرف مسلمان نہیں بستے بلکہ ہندو, بودھ, جین اور سکھ بھی موجود ہیں۔ پاکستان اور مسلمانوں کی جانب سے ایک چھوٹی سی مذہبی چنگاری اس خطّے کو بھیانک مذہبی سول وار کی طرف دھکیل دے گی. بحیثیت قوم ہمیں اس مسئلہ کا ادراک کرنے کی ضرورت ہے کہ یہ ملک ہم نے اسلام کے نام پر حاصل کیا تھا اس لیئے اب یہ ذمہ داری ہم پر عائد ہوتی ہے کہ ہم اس ملک کو اقوام ہند کے لیئے دارالامن بنائیں۔
