جب ریاست کسی مسلح تشدد پسند گروہ یا تحریک کو سیاسی اور قانونی طور پر کچلنے میں ناکام ہوجاتی ہے تو پھر آخری اور ناگزیر حل کے طور پر طاقت کا استعمال کرتی ہے۔ یہی وہ عموعی تعریف ہے کاؤنٹر اٹیک / ٹیررزم کی، جسے عرف عام میں فوجی آپریشن بھی کہا جاتا ہے۔ اسی طرح جرائم پیشہ عناصر کا کوئی مسلح گروہ اگر پولیس کے مدمقابل آئے اورکسی جھڑپ میں پولیس کے ہاتھوں مارا جائے تو ایسے مقابلے کو عام طور پر انکاؤنٹر یا پولیس انکاؤنٹر کہا جاتا ہے مگر پاکستان میں عوامی تعریف کے مطابق ’جعلی پولیس مقابلے‘ کو انکاؤنٹر کہا جاتا ہے، جسمیں پولیس مبیّنہ طور پر کسی مقام پر ایک یا ایک سے زائد افراد کو مخصوص مقاصد کے تحت قتل کرنے کے بعد پورے واقعے کو پولیس مقابلہ قرار دے دیتی ہے۔

بعض بیماریوں کا آخری حل سرجری/ آپریشن تجویز کیا جاتا ہے اسی مناسبت سے ملک دشمن عناصر اور دہشت گردی کے مکمل خاتمے کے لیے ریاستی مشینری کی مسلح کاروائیوں کو آپریشن یا سرجیکل اسٹرائیک کہا جاتا ہے اور دنیا بھر میں ریاستیں باغیوں، مسلح تحریکوں/علیحدگی پسند تحریکوں، لینڈ مافیا،منشیات فروشوں ، دیگر ملک دشمن عناصر اور دہشت گردوں کے خلاف آخری حل کے طور پر یہی راستہ اختیار کرتی ہیں۔ یہ درست ہے کے حالیہ چند برسوں میں فوجی آپریشنز کے نتیجے میں پاکستان میں دہشت گردی پر کافی حد تک قابو پایا گیا ہے مگر اس کے باوجود بھی یہاں فوجی آپریشنز اور پولیس انکاؤنٹرز کے حوالے سے شکوک وشبہات اور تحفّظات پائے جاتے ہیں۔

ان شکوک و تحفّظات کی دو بڑی اہم اور بنیادی وجوہات ہیں۔ پہلی وجہ تو یہ ہے کہ جن عناصر کے خاتمہ کے لیے یہ آپریشنز کیے گئے وہ عناصر رفتہ رفتہ مزید طاقتور ہونے لگے کیونکہ ان عناصر کی نظریاتی تربیت گاہوں کے خاتمہ کے لیے کوئی قدم نہیں اٹھایا گیا، اس لیے کہ ریاست نے خود ان نظریات کی آب یاری کی اور دوسری وجہ یہ رہی کے ریاست نے خالصتاً سیاسی اور نظریاتی تحریکوں اور مطالبات کو کچلنے کے لیے  فوجی آپریشنز اور پولیس مقابلوں کو استعمال کیا۔

یادداشت کے طور پر چند مشہور آپریشنز کا ذکر ضروری ہے۔ آپریشن  ردالفساد، ضرب عضب، کوہ سفید، راہ نجات، راہ راست، صراط مستقیم، زلزلہ، شیردل، راہ حق اور المیزان یہ  ان آپریشنز کی فہرست ہے، جو مذہبی انتہا پسند دہشت گرد تنظیموں کے خلاف کئے گئے،  جنہیں ماضی میں خود ریاست نے پروان چڑھایا اور قبائلی قدامت پسندانہ روایتوں اور جوش  کو مذہبی انتہا پسندی کی جانب مخصوص مفادات کے حصول کی خاطر موڑا گیا اور جب اس مذہبی انتہا پسند دہشت گردی نے عفریت کی شکل اختیار کی تو ریاست  اور ریاست  کی مسلح افواج کو ہوش آیا۔ البتہ آپریشن  ردالفساد اور ضرب عضب کے بعد دہشت گردی کے واقعات میں نمایاں کمی آئی۔

اب آتے ہیں چند متنازعہ آپریشنز کی جانب  بلوچستان کے فوجی آپریشنز اور پاک فوج کے ہاتھوں بگٹی قبیلے کے سربراہ نواب اکبر خان بگٹی کی ہلاکت، سال 1990 کا پکّا قلعہ پولیس آپریشن اور اس کے بعد سال 1992  میں جناح پور کی سازش کرنے کے الزام میں مہاجر قومی مومنٹ کے خلاف کیا جانے والا آپریشن  کلین اپ/  بلیو فوکس جس کے ذریعے سیاسی نظریات اور مطالبات کو طاقت کے ذریعے کچلنے کی کوشش کی گئی ایک طرف تو ریاست بلوچ اور مہاجرتنظیموں پر ملک کے خلاف سازش اور بھارت سے مدد لینے کا الزام لگاتی رہی اور دوسری طرف سال 2000 کے بعد سے ریاست کی نظروں کے سامنے ان  جماعتوں میں موجود مجرمانہ عناصر کراچی میں خاموشی کے ساتھ پروان چڑھتے رہے اور بات یہاں تک پہنچی کے کراچی  کی عوام ایم کیو ایم، لیاری میں موجود پیپلز پارٹی کے بلوچ دھڑے اور مافیا، اے این پی اور دیگر مذہبی جماعتوں کے مسلح گروہوں اور مافیا کے ہاتھوں یرغمال بن گیے۔

کراچی میں قصبہ علی گڑھ اور دیگرمقامات پر کئی بارعام مہاجروں کے خون سے ہولی کھیلی گئی اور ریاست اور سکیورٹی ادارے خاموش تماشائی بنے رہے۔ ان فوجی آپریشنز اور پولیس مقابلوں کے علاوہ فورسز کے ہاتھوں ماورائے عدالت قتل اور انکاؤنٹرز اسپیشلسٹ چوہدری اسلم اور راؤ انوار جیسے پولیس افسران کے کارناموں کی فہرست بھی کافی طویل ہے۔

افسوس کی بات یہ ہے کہ ان آپریشنز کی قیمت پاکستان کے تین صوبے خیبر پختونخواہ، بلوچستان اور سندھ میں کراچی کی عوام نے سب سے زیادہ چکائی۔ اکبر خان بگٹی اور الطاف حسین پر غداری اور ملک کے خلاف سازش کا الزام لگا کر انہیں سیاسی منظرنامے سے آؤٹ کردیا گیا مگر بھارت کے مفاد کے لیے کام کرنے کے الزام کے ساتھ بھی نواز شریف انوکھے لاڈلے بنے ریاست کو نخرے دکھا رہے ہیں۔

پاک فوج نے ہمیشہ پاکستان کی جغرافیائی اور نظریاتی سرحدوں کی حفاظت کی بات کی مگر امان اور تحفظ کا سکھ ہمیشہ پنجاب اسٹیبلشمنٹ کو ہی ملا۔ عوامی سیاسی تحریکوں اور جائز مطالبات کی آوازوں کو طاقت کے ذریعے خاموش کرایا گیا، علیحدہ صوبے کا مطالبہ اور صوبے کے وسائل پر صوبے کی عوام کا حق جیسے مطالبات کو غداری کے مترادف قرار دیا گیا۔ عوامی حقوق کی سیاست کرنے والی تنظیموں پر انتہا پسندانہ سوچ رکھنے والی مذہبی تنظیمرں کو ترجیح دی گئی- ملک کی کئی مذہی جماعتوں کے براہ راست روابط القائدہ، طالبان اور داعش جیسی تنظیموں کے ساتھ پائے گئے لیکن ان جماعتوں کو ایوان میں ہمیشہ جگہ ملی۔

اس  پس منظر میں فوجی آپریشنز اور پولیس مقابلوں کو پاکستان میں ہمیشہ شک کی نگاہ سے دیکھا جاتا ہے کیونکہ مسائل اپنی جگہ پر موجود ہیں اور پاکستان کا سیاسی وسماجی ڈھانچا زوال پذیر ہے۔ فیض آباد دھرنا ہو یا سی پیک کا منصوبہ ہر جگہ مسلح افواج کی موجودگی پاکستان میں مسائل کے حل کے لیے طاقت کے استعمال کا اظہاریہ ہے اور عوام کے ذہنوں میں یہ بات بٹھا دی گئی کے پاکستان میں مسائل کا سیاسی اور قانونی حل نکلنا ناممکن ہے اس لیے مسائل کے حل کا واحد راستہ طاقت کا استعمال ہے۔
