دیکھیں! جیسے آپ کے موبائل کی بیٹری سارا دن استعمال کرنے سے ختم ہو جاتی ہے اور اگلے دن اسے دوبارہ استعمال کرنے کے لیے اسے مکمل ریچارج کرنا ضروری ہوتا ہے۔ بالکل اسی طرح ایک مزدور ایک دن مشقت کرتا ہے تو اس کے جسم اور ذہن کی بیٹری ختم ہونے لگتی ہے اسے پہلے دن کام سے گھر جانے اور دوسرے دن کام پر واپس آنے تک ریچارج چاہیے ہوتا ہے۔۔ یہ ریچارج اچھا کھانے مناسب آرام اور ذہنی سکون کی صورت میں ہوسکتا ہے۔

اس کے لیے مندرجہ ذیل چیزیں اہم ہیں۔

(الف) کام کے اوقات طے ہوں۔ ایک دن میں اس سے زیادہ سے زیادہ آٹھ گھنٹے کام لیا جائے تا کے اسے اپنی زندگی کے باقی معاملات کو دیکھنے کا وقت ملے جیسے گھر والوں کے مسائل اور اسے سونے کے لیے پورا وقت ملے تا کہ وہ اگلے دن ہشاش بشاش کام پر آ سکے۔ آٹھ گھنٹوں سے زیادہ کام کرتے ہوئے مزدور کا تھکا ہوا جسم پہلے آٹھ گھنٹوں کی بہ نسبت زیادہ depreciate ہوتا ہے اس لیے اسے اس depreciation کے عوض معاوضہ بھی پہلے آٹھ گھنٹوں سے زیادہ تناسب میں دیا جائے۔

(ب) اس کی تنخواہ اتنی ہو کہ اس کی اور اس کے خاندان کی بنیادی ضرورتیں پوری ہو جائیں اسے شام کو دوسری جگہ کام نہ کرنا پڑے۔ اس کے گھر میں پیسوں کی وجہ سے بے چینی اور لڑائی جھگڑے کی فضا ختم ہو جائے۔

(ج) مزدور سے اس کی مرضی اور قابلیت کے مطابق کام لیا جائے۔ قابلیت اور مرضی کے خلاف کام سے بھی مزدور زیادہ تھک جاتا ہے اور اس کی توانائی کا لیول برقرار رہنے کے بجائے رفتہ رفتہ ختم ہو جاتی ہے۔

(د) مزدور کو ملازمت سے نکال دیئے جانے کا خوف بھی اس کے اعصاب کو کمزور کر دیتا ہے۔ مزدوروں کو باقاعدہ کنٹریکٹ کے ذریعے یہ یقین دلایا جائے کہ وہ فلاں وقت تک فرم میں کام کر سکے گا۔ تو وہ بے فکری سے محنت کرتا ہے۔

(ر) مزدور کے رہنے کے لیے پر سکون اور مناسب جگہ میسر ہو جہاں وہ رات کو سکون اور بے فکری سے سو سکے۔

عالمی محنت کشوں کا مطالبہ ہمیشہ سے یہی ہے کہ ان کی توانائی کو اگلے دن تک ریچارج مل سکے۔ یہی ہمیشہ سے مزدوروں کے مطالبات چلے آ رہے ہیں۔ ہمارے جیسے کم ترقی یافتہ ممالک میں سرکاری اداروں کے علاؤہ کہیں بھی یہ حقوق مزدور کو نہیں ملتے۔ بلکہ سرکاری اداروں کے ملازمین کو بھی اپنی روز مرہ کی ضروریات پوری کرنے کے لیے شام کو پارٹ ٹائم کام کرنا پڑتا ہے۔

سوشلسٹ انقلابات میں ادارے قومیائے (nationalize) جانے کا بنیادی مقصد مزدور کی توانائیاں بحال رکھنے کے لیے انہیں ان کی محنت کے مطابق اور کمیونزم میں ان کی ضرورتوں کے مطابق انہیں معاوضہ مہیا کرنا ہوتا ہے۔

صحت مند اور توانا مزدور ہی قومی ترقی کے ضامن ہو سکتے ہیں۔ تھکے ہوئے بیمار مزدوروں والے ملک کی قومی پیداوار ایسی ہی ہوتی ہے جیسی ہماری ہے۔
