مہنازاختر

’’کشمیر کشمیریوں کا، خیبرپختون خواہ پختونوں کا، پنجاب پنجابیوں کا، سندھ سندھیوں کا، بلوچستان بلوچوں کا اور کراچی سب کا‘‘  میں چاہوں گی کہ آپ اس مضمون کو میرے گزشتہ مضمون ’’کراچی کی سیاست اور مصنوعی انجنیئرنگ‘‘ کے تسلسل کے طور پر پڑھیں۔

پہلے بات کرلیتے ہیں کراچی کے کچرے کی اس کے بعد بات ہوگی کراچی کے سیاسی گند کی۔ سندھ کی پوری سیاست کراچی کے کچرے پر ٹکی ہے۔ شہر کراچی صرف اپنے کچرے کی آمدنی سے خود کو چلانے کی صلاحیت رکھتا ہے اس لیے آپ اسے کچرا نہیں بلکہ قیمتی قدرتی وسائل میں شمار کرلیں۔ کراچی تقریباً 12000  ٹن کچرا روزانہ کی بنیاد پر پیدا کرتا ہے تو آپ اس کچرے کی مالیت اور اس سے پیدا ہونے والی آمدنی کا تخمینہ خود لگا سکتے ہیں۔ شہر کراچی کا کچرا اٹھانے کی ذمہ داری کراچی کی لوکل گورنمنٹ کے ماتحت چلنے والے ادارے KMC  کے پاس ہے اور یقیناً اس سے حاصل ہونے والی آمدنی پر بھی صرف  کراچی کا حق ہے۔

ہم سب جانتے ہیں کہ گزشتہ ایک عشرے سے  KMC  اپنی ذمہ داریاں درست طریقے سے ادا نہیں کر رہا  ہے۔ اسی وجہ سے آج  کراچی کچرے کے ڈھیر میں تبدیل ہوچکا ہے۔ کراچی کی لوکل گورنمنٹ  سندھ حکومت کے ماتحت ہے۔ KMC کی غیر ذمہ داری اور فرائض  پر باز پرس کرنے کے بجائے سندھ کی صوبائی حکومت نے ایک محکمہ سندھ سالڈ ویسٹ مینیجمنٹ اتھارٹی تشکیل دیا  اور کچرا اٹھانے کی ذمہ داری اس محکمے کے سپرد کی۔ یہ محکمہ وزیر اعلیٰ کے ماتحت ہے۔

اب اگر کراچی کا کچرا KMC  کے بجائے  SSWMA  کے تحت اٹھایا جائے گا تو یقیناً اس کے آمدنی بھی کراچی کے بجائے سندھ حکومت کی جیب میں جائے گی۔ عملی طور پر یہ محکمہ تقریباً غیر فعال  ہے،  مگر صوبائی حکومت  لوکل گورنمنٹ کے معاملات میں ٹانگ اڑانے میں آگے آگے ہے۔ کراچی کے کچرے کے معاملے پر صوبائی حکومت اور لوکل گورنمنٹ کے مابین چلنے والی عدالتی جنگ اور عدالتی احکامات کی تفصیل آپ کو انٹرنیٹ پر مل جائے گی۔ لیکن اہم بات یہ ہے کہ عدالت نے بھی یہ تسلیم کیا ہے کہ SSWMA  کا قیام لوکل گورنمنٹ  کے معاملات میں مداخلت ہے اور یہ محکمہ کلّی طور پر غیر فعال اور شہر پر ایک مالیاتی بوجھ ہے کیونکہ KMC  پہلے ہی کراچی کا کچرا اٹھانے اور ٹھکانے لگانے جیسے معاملات پر ایک خطیر رقم خرچ کرتی ہے۔

KMC اور SSWMA  کے درمیان ہونے والی رسہ کشی میں کراچی کی حالت دگرگوں ہوتی جارہی ہے۔ کراچی کے شہری نہ صرف  گندگی اور تعفن کے عذاب میں مبتلا ہیں  بلکہ کچرے کی وجہ سے مچھروں کی بہتات اور مختلف بیماریاں بھی کراچی والوں کے لیے عذاب مسلسل ہے۔ SSWMA  ہی وہ محکمہ ہے جس نے کراچی کا کچرا اٹھانے کی دعوت چینی کمپنیوں کو دی  تھی۔ یوں توکراچی کے کچرے پر ایک طویل مضمون لکھا جاسکتا ہے مگر میں اختصار سے کام لیتے ہوئے مضمون کا رخ کراچی کی سیاست کی طرف موڑنا چاہتی ہوں۔

گزشتہ دنوں جسٹس ثاقب نثار کراچی تشریف لائے تو کراچی کے کچرے سے پیدا ہونے والے تعفن سے اس قدر گھبرا گئے کہ فوراً کراچی کے میئر کو ڈانٹ پلائی اور ’’چندہ‘‘ کرکے ایک ہفتے میں کراچی کا کچرا صاف کرنے کی ہدایت جاری کی حالانکہ جن رستوں پر سے بابا رحمتے کی سواری گزری ہوگی وہاں کچرے کا نام و نشان نہ ہوگا مگر پھر بھی جج صاحب نے پورے سندھ کی ناگفتہ با حالت کو چھوڑ کر کراچی کے کچرے کی جانب ہی توجہ دی اور ساتھ یہ بھی کہہ دیا کہ میں سیاست کی بات نہیں کرتا۔

ویسے جب پشاور کی بات ہو تو پرویز خٹک دکھائی دیتے ہیں، لاہور  کا ذمہ شہباز شریف کے کاندھوں پر ہے، کوئٹہ کے معاملات  ثناء اللہ خان زہری ہی نپٹاتے نظر آتے ہیں مگر کراچی کا ’’مرد مجاہد‘‘ کراچی کا میئر ہے اور سندھ کے وزیر اعلیٰ کہیں آرام فرما رہے ہوتے ہیں۔ کیا آپ پشاور، اسلام آباد، لاہور اور کوئٹہ کے میئرز کے نام جانتے ہیں؟  خیر میں بھی نہیں جانتی تھی لیکن بھلا ہو بابا گوگل کا کہ ان شہروں کے میئرز کے نام بھی معلوم ہوئے ( محمد عاصم خان میئر پشاور، شیخ انصار عزیز، میئر اسلام آباد، مبشر جاوید میئر لاہور، ڈاکٹر کلیم اللہ کاکڑ میئر کوئٹہ)۔

سچ تو یہ ہے کہ کراچی میں صرف ایک میئر نے کام کر کے دکھایا تھا اور کراچی کا نقشہ تبدیل کردیا تھا اور وہ بھی ایک آمر جرنیل کے دور حکومت میں (تمھیں یاد ہو کہ نا یاد ہو )، تو کیا  یہ سمجھا جائے کہ حکومت سندھ یعنی پیپلز پارٹی کراچی کی لوکل گورنمنٹ کی راہ میں روڑے اٹکاتی ہے؟

جب کبھی کراچی کو انتظامی بنیادوں پر صوبہ بنانے کی بات کی جاتی ہے تو پورا پاکستان تلواروں سے لیس ہو کر کراچی والوں پرحملہ آور ہوتے دکھائی دیتا ہے۔ کراچی کی انتظامی تقسیم کی بات پر ان لوگوں کی آنکھوں میں بھی خون اترتا نظر آتا ہے جن کا کراچی سے کچھ لینا دینا نہیں اور انہیں صرف اتنا معلوم ہے کہ کراچی میں سمندر اور مزارِ قائد ہے۔ یا وہ جن کے لیے کراچی بوٹ بیسن سے شروع ہوکر شاہراہ فیصل سے گزرتا ہوا گلستان جوہر  پر جاکر ختم ہوجاتا ہے۔ مزے کی بات ہے کہ وہ  لوگ بھی کراچی کے بارے میں جان لینے اور دینے کو تیار ہیں، جو کراچی  میں صرف اور صرف تعلیم یا روزگار کے سلسلے میں مقیم  ہیں اور ان کے گھروں کی طرح ان کے آبائی قبرستان بھی کراچی سے باہر ہیں۔

ایسے ہی لوگوں کی جانب سے کراچی والوں کے مسائل کو قومیت اور فرقہ واریت کا رنگ دے کر اور جان بوجھ کر کراچی کو صوبہ بنانے کی بات کو مہاجر یا اردو بولنے والوں سے جوڑ دیا جاتا ہے۔ حالانکہ اگر کراچی کو صوبے کا درجہ مل جائے تب بھی اس کا نام کراچی ہی ہوگا، جو کہ پہلے ہی  6 اضلاع اور 18 ٹاؤنز پر مشتمل ہے۔ واضح رہے کہ کراچی والوں کی صوبہ کی مانگ انتظامی امور کے حوالے سے ہے۔

ہر وہ شخص جو کراچی کا ڈومیسائل اور PRC رکھتا ہے وہ کراچی والا ہے، چاہے اس کا تعلق کسی بھی قومیت سے ہو۔ پاکستان کی اسٹیبلشمنٹ MQM  کی آڑ لے کر نہ صرف مہاجروں کا استحصال کرتی ہے بلکہ تمام کراچی والوں کے حق پر ڈاکا ڈالتی ہے۔ مہاجروں کے ساتھ کراچی کے قدیم رہائشی سندھی، بلوچ، پنجابی، پختون، گجراتی، میمن، کچھی، مکرانی(شیدی)، ہزارہ اور دیگر اقوام بھی کراچی والے ہیں۔ ان کا جینا اور مرنا کراچی میں ہے اور کراچی کے لیے ہے۔

حکومت سندھ (پیپلز پارٹی) دیہی سندھ کے ووٹوں کی مدد سے  انہیں کراچی والوں کے حقوق پر  براہ راست ڈاکا ڈالتی ہے اور دیہی سندھ کے ووٹرز کی غلطیوں کا خمیازہ  صرف کراچی والے بھگتے ہیں۔ کراچی کے مہاجر، گجراتی، میمن اور شیدی برادری خود کو واضح طور پر ’’کراچی والا‘‘ تصور کرتے ہیں کیونکہ ان کی پشت پر کوئی صوبائی شناخت نہیں لیکن کراچی کی کشمیری، پنجابی، سندھی، بلوچ اور پختون برادری خود کو صوبائی شناخت کی بنیاد پر الگ کر لیتے ہیں، جس کی وجہ سے کراچی میں فرقہ واریت کو فروغ ملتا ہے اور سیاسی پارٹیاں اس کا فائدہ اٹھاتی ہیں۔

آج اگر کراچی میں بسنے والی تمام قومیتیں خود کو “کراچی والا” تصور کرلیں تو کراچی کے حالات سالوں کے بجائے مہینوں میں سنور جائیں۔

اگر آپ کراچی کی  Geopolitical dynamics کو سمجھنا چاہتے ہیں،  تو ذرا اتحاد ٹاؤن سے اسٹیل ٹاؤن، کیماڑی سے نیو کراچی، شیر شاہ سے محکمہ موسمیات، ڈیفنس سے النورسوسائٹی  اور اورنگی سے منگھوپیر تک کا ایک دورہ  پبلک بس پر کر لیں۔  آپ کو کراچی کے تمام مسائل کا ادراک ہوجائے گا اور آپ کو اصل کراچی بھی انہیں رستوں پر دکھائی دے گا۔  کراچی ہر مہمان کو خوش آمدید کہتے ہوئے اپنے دامن میں سمیٹ لیتا ہے اور کراچی والے اپنی روٹی اور اپنا روزگار نئے مہمانوں  کے لیے مزید گھٹا کر ان کی جھولی میں ڈال دیتے ہیں مگر جب کراچی والوں کے حقوق کی بات آتی ہے تو سندھ دھرتی  دھرتی ماں کا روپ دھار لیتی ہے تاکہ انتظامی بنیادوں پر کراچی کو صوبے کا درجہ دینے کی مانگ کرنے والوں کو غدار اور گناہ گار ٹہرایا جاسکے۔

اگر آپ کراچی کی تباہی کو پورے صوبہ سندھ کی تباہ حالی سے الگ کر کے دیکھتے ہیں تو آپ خود فریبی میں مبتلا ہیں۔ اگر آپ نے پچھلے دس سالوں میں کراچی کی آبادی میں ایک منظم مگر غیر فطری اضافہ محسوس نہیں کیا تو آپ کو اتحاد ٹاؤن، فقیر کالونی، شیر پاؤ کالونی، قائد آباد، سہراب گوٹھ، سلطان آباد، بنارس، صفورا گوٹھ، گلستان جوہر، سچل گوٹھ، گودھراں اور خدا کی بستی کا دورہ ضرور کرنا چاہیے کیونکہ ان  نئے مہمانوں  کی آمد سے کراچی پر معاشی، سیاسی اور سماجی بوجھ بڑھتا جارہا ہے۔

آبادی کا یہ مستقل اضافہ ناصرف کراچی کی معیشت  پر منفی اثرات مرتب کر رہا ہے  بلکہ اس کے ذریعے کراچی کی سیاست کا رخ تبدیل کرنے کی سازش بھی کی جا رہی ہے۔

دراصل معاملہ  یہ تھا کہ آپ کی ساری توجہ  MQM  کے نوگو ایریا پر ہی تھی  تبھی آپ کو سہراب گوٹھ اور سلطان آباد کے قبائلی علاقہ جات جیسے حالات کا علم نہ ہوا اور ساتھ ساتھ آپ نے کبھی لیاری اور ڈالمیا کے گینگ وار اور منشیات کے اڈّوں پر توجہ نہ دی اور کبھی ان علاقوں میں اثر و رسوخ رکھنے والی سیاسی اور مذہبی پارٹیوں کو کٹہرے میں کھڑا نہیں کیا، بلکل ایسے ہی  آپ  MQM  کی چائنا کٹنگ کا علم تو رکھتے ہیں مگر کراچی کے کنگ لینڈ مافیاز اور ان سے جڑے بڑے کھلاڑیوں جیسے ملک ریاض اور اویس مظفر عرف ٹپّی کو بھلائے بیٹھے ہیں۔

آج اگر آپ کی نظر میں راؤ انوار صرف اس لیے معتوب ہے کیونکہ اس نے ایک قبائلی نوجوان نقیب اللہ کو  ماورائے عدالت قتل کیا ہے تو آپ اپنے ساتھ زیادتی کر رہے ہیں کیونکہ یہ وہی راؤ انوار ہے، جو اپنے سیاسی آقاؤں کی آشیرباد سے کراچی کے نوجوانوں کا ماورائے عدالت قتل کیا کرتا تھا اور دنیا تماشہ دیکھتی تھی اور کراچی میں پولیس کے ہاتھوں قتل کیا جانے والا نوجوان انتظار حسین بھی آپ کا ہی بھائی ہے جسے آپ فراموش کر بیٹھے ہیں۔

الیکشن سر پر ہیں اور ہر بار ملک کی بڑی سیاسی پارٹیاں ایک سازش کے تحت الیکشن کے وقت  کراچی کے پنجابی، سندھی، بلوچ، کشمیری اور پختون ووٹرز کو کراچی کی دیگر آبادی سے قومیت کی بنیاد پر الگ کردیتی ہیں جس کا نقصان صرف اور صرف کراچی اور کراچی والوں  کو اٹھانا پڑتا ہے۔ سندھ کی حکمران جماعت ہمیشہ سے کراچی کی شیدی اور بلوچ برادری کے ووٹ کو استعمال کرتی آئی ہے اور انہیں  مہاجروں کے خلاف استعمال کیا ہے  مگر یہ ایک کھلی  حقیقت ہے کہ  کراچی میں شیدی برادری کے استحصال کی واحد ذمہ دار بھی PPP  ہے۔

سندھی بھائیوں کوسندھ کی ہزاروں سالہ پرانی تہذیب پر ناز ہے اور ہونا بھی چاہیے۔ اسی احساس سے مغلوب ہوکر PPP نے سندھ کو مؤئن جو داڑو  کے کھنڈرات جیسا بنانے کا عزم کیا ہے۔ تقسیم سے پہلےکراچی کے علاوہ سندھ کے کئی شہر تاریخی طور پر ترقی یافتہ تھے جیسے سکھر، حیدرآباد اور میر پور خاص وغیرہ صرف کراچی کی تاریخ نسبتاً نئی ہے۔ انگریزوں کی برصغیر میں آمد سے پہلے کراچی مچھیروں کی ایک چھوٹی سی بستی کولاچی ہوا کرتا تھا۔ انگریزوں نے اس ساحلی علاقے کی جغرافیائی اہمیت کو سمجھا اور یہاں پر بندرگاہ اور دیگر عمارتیں تعمیر کرائیں، سڑکوں کا جال بچھایا، انگریزوں کے ساتھ ساتھ اس شہر کی تعمیر و ترقی میں اولین کردار گجرات اور بمبئی سے تعلق رکھنے والی  ہندو، مسلمان اور پارسی بزنس کمیونٹی کا تھا۔ بعد از تقسیم  ہند اس شہر کی ترقی میں مہاجروں نے بھی بھر پور طریقے سے اپنا حصہ ڈالا۔ PPP اپنے طویل دور اقتدار میں سندھ کے کسی ایک شہر کو کراچی کی سطح پر نہ لاسکی بلکہ انہیں مزید تنزّلی کی طرف دھکیل دیا۔ یہ درست ہے کہ کراچی کے خراب حالت کی ذمہ دار MQM بھی ہے مگر ہمیں یہ ضرور یاد رکھنا چاہیے کہ کراچی کا کتنے فیصد کنٹرول MQM  یا لوکل گورنمنٹ کے پاس تھا۔ اگر آپ کراچی کی سیاست سے پرانی MQM  اور الطاف حسین کو نکال کر مطمئن ہو چکے ہیں تو یقین جانیے کہ آپ کا اطمینان وقتی ہے  کیونکہ کراچی کے اصل مجرم اور ان کی پشت پناہی کرنے والی پارٹیاں اب بھی  قانون کے شکنجے سے باہر ہیں۔

شاید آپ نے وجاہت سعید خان کا پچھلے ہفتے کا پروگرام ” سندھ جو محاز” دیکھا ہوگا اگر نہیں دیکھا تو دیکھ لیں اس پروگرام میں وجاہت نے اندرونِ سندھ کا اصل چہرہ دکھایا ہے۔ سرکاری ہسپتالوں کی ابتر حالت اور غربت و افلاس کے ستائی ہوئی سندھی عوام کی بلکتی ہوئی تصویر PPP  کے چہرے پر ایک طمانچہ ہیں مگر بدقسمتی سے سندھ اور سندھی بھائیوں کے حقوق کی جانب بابا رحمتے کی نظر نہیں جاتی یا شاید سابق صدر جناب آصف علی زرداری کے پاس جادو کی چھڑی اور سلیمانی چادر موجود ہے، وہ اسی جادو کی چھڑی سے سب کو آسانی سے رام کرلیتے ہیں اور سندھ کی ابتر ترین حالت پر  سلیمانی چادر ڈال دیتے ہیں۔ اس لیے پاکستان میں اندرون سندھ کے حالات اور مسائل پر کوئی بات نہیں کرتا۔

المیہ یہ ہے کہ آج پاکستان کی تمام سیاسی اور مذہبی پارٹیاں کراچی کو مال غنیمت سمجھتے ہوئے اپنا حصہ وصول کرنے کراچی  آدھمکتی ہے۔ سیاسی عتاب ہو یا مذہبی جہاد ان سب کا خمیازہ کراچی کوبھگتنا پڑتا ہے  اور اپنے خون جگر کا حصہ  پورے پاکستان کو دینے کا ذمہ بھی کراچی کے زخمی کاندھوں پر ہے کیونکہ کراچی ’’سب کا‘‘ ہے۔
