کچھ سرگرمیاں ایسی ہوتی ہیں جو سالوں سے لپیٹی  ہوئی  مایوسی کی چادر کو اتار پھینکتی ہیں اور فکر کو تر و تازہ کر دیتی ہیں۔ کراچی پریس کلب میں اس بار میں نے ایسا سماں دیکھا۔ علاقے، مسلک ، زبان و قومیت کے تعصب سے کہیں دور گلگت بلتستان کے سینکڑوں نوجوان یک زبان ہو کر یہ نعرے لگا رہے تھے کہ ’’ہم زندہ ہیں‘‘، ’’ہم ایک ہیں‘‘، ’’آنچن کے بیٹے  زندہ ہیں، گوہر کے بیٹے زندہ ہیں‘‘۔

گلگت  بلتستان یوتھ الائنس کے نام سے خطّے کے با شعور طلبہ کا اتحاد یہاں جمع  تھا  اور گلگت بلتستان میں لاگو ٹیکسز کے خاتمے، صوبائی سیٹ اپ  کی گمراہ کن بحث کو ختم کر کے کشمیر طرز  کے سیٹ اپ کا مطالبہ کر رہا تھا۔ یہ مطالبہ در اصل پچھلی سات دہائیوں سے جاری  گمراہ کن ریاستی بیانیے کا متبادل تھی، جو یہ نوجوان پیش کر رہے تھے مگر میرا موضوع نوجوانوں کا مظاہرہ  یا ٹیکسز کا خاتمہ نہیں۔

ریاستوں کا جابر ہونا کوئی عجیب بات نہیں، سوچنے والی بات یہ ہونی چاہیے کہ ریاستی جبر کو عوام میں قبولیت کیسے ملتی ہے؟  اس سوال کا جواب دنیا بھر کے سرمایہ دارانہ ریاستوں کے چل چلن سےبا آسانی   مل سکتا ہے لیکن  اگر ہم اس اہم سوال کو اپنے معروض میں رکھ کر سمجھنے کی کوشش کریں تو میرے خیال میں یہ ہمارے خود غرضانہ  اور تعصبی رویّے ہیں جن سے ہم ریاستی جبر کو قبولیت بخشتے ہیں۔ ہم نے بحیثیت قوم یہ طے کیا ہوا ہے کہ ہمارے مسائل ہمارے مشترکہ نہیں ہیں۔ مثلا شیعہ کا مسئلہ صرف اسی کا مسئلہ ہے، سنی کا اپنا،  اسماعیلی اور نور بخشی کے اپنے اپنے مسائل ہیں اور چونکہ یہ مسائل ان کے اپنے ہیں تو ہمارا ان سے کوئی سروکار نہیں۔ یہی سوچ ہماری علاقے،  زبان ،  نسل  اور قومیتوں  کو لے کر بھی رہی ہے کہ یہ فلاں ڈسٹرکٹ کا مسئلہ ہے، فلاں زبان بولنے والوں کا مسئلہ ہے وغیرہ۔ سوال یہ پیدا ہوتا ہے کہ کیا ہم پیدائشی متعصب  تھے؟ کیا مفاد پرستی ہمارے ڈی این اے میں موجود ہوتی ہے؟ جواب نفی میں ہے۔

 ہمارے رویے اور ہماری سوچ تمام سماجی اداروں کی مشترکہ تربیت کا نتیجہ ہوتے ہیں  اور تربیت  اگر کسی خاص بیانیے اور نقطہ نظر کی بنیاد پر ہو تو نتائج بھی ایسے ہی سامنے آتے ہیں۔ گلگت بلتستان کا مسئلہ باقی دنیا سے علحیدہ  تو نہیں مگر پچھلی سات دہائیوں سے جاری  گمراہ کن ریاستی بیانیے کا بھی ہمارے رویّوں کی تشکیل میں اہم کردار رہا ہے۔ مسلک، علاقہ، زبان اور قومیتی تعصب کو ہمارے اندر پچھلے سات دہائیوں میں  مستقل ریاستی بیانیے کے ذریعے پروان چڑھایا گیا ہے اور چونکہ ہم بحثیت مجموعی اس بے تکے پن کا شکار ہو چکے ہیں، اس لیے ہماری طرف سے کبھی متبادل بیانیه سامنے نہیں آیا۔ مگر شعور کی کرنیں سیدھے اور صاف راستے کی محتاج نہیں ہوتیں ہیں۔ تاریخ گواہ ہے کہ اس بانجھ دھرتی میں  ایسی تحریکیں اور ایسے رہنما اٹھے جنہوں نے اس گمراہ کن بیانیے کا مؤثر متبادل پیش کیا اور  جدوجہد کی  مگر افسوس کہ وہ سب  غدّار ٹھہرے ، پابند سلاسل کیے گئے یا پھر مارے گئے۔

اب المیہ یہ ہے کہ اول تو ہم اپنے اپنے مسائل لے کر علحیدہ ہو گئے ہیں  یا پھر مفاد پرست طبقے کو مشترکہ قیادت سونپی ہے۔ ایسے  میں سائنسی  نظریاتی سیاست ہی ہے جو مشترکہ مفاد پر مسلک،  قوم،  زبان  سے بالاتر سب کو یکجا کر سکتی ہے اور جس سے جڑے بغیر  مسائل کا حل تلاش کرنا ایسا ہی ہے جیسے ہوا میں تیر چلانا۔ کراچی میں گلگت بلتستان یوتھ الائنس کا مظاہرہ اسی حوالے سے حوصلہ افزا  تھا۔
