گلگت کے لوگوں کا احتجاج، ٹی وی کیمرے کہاں ہیں؟

 گلگت بلتستان کے بہت سے دوستوں کے مسلسل کچھ روز سے پیغامات موصول ہو رہے ہیں کہ ان کے ہاں لوگوں کی بہت بڑی تعداد وفاق کی جانب سے عائد کردہ ٹیکسوں کے خلاف احتجاج کر رہی ہے۔ ان افراد کا بنیادی موقف یہ ہے کہ جب گلگت بلتستان کا علاقہ پاکستانی دستور اور ریاست کے دائرے میں نہیں آتا، تو پھر ان پر یہ ٹیکس کیوں؟

عام افراد جنہیں گلگت بلتستان کے مسئلے کا عمل نہیں یا جو اسے پاکستان ہی کا حصہ سمجھتے ہیں، ان کو یہ بتانا ضروری ہے، کو وہ ایسا ضرور سمجھتے رہیں مگر قانونی طور پر یہ علاقہ متنازعہ ہے اور اس پر پاکستانی آئین کا اس طرح اطلاق نہیں ہوتا، جیسا دیگر علاقوں پر ہوتا ہے۔

ایک عام پاکستانی کو یہ معلوم ہونا چاہیے کہ گلگت بلتستان کا علاقہ اقوام متحدہ کی قراردادوں کے مطابق متنازعہ ریاست جموں و کشمیر کے خطے میں آتا ہے اور جب تک جموں اور کشمیر کا مسئلہ طے نہیں ہوتا، اس علاقے کے لوگوں کا مستقبل بھی فقط غیریقینی سے عبارت رہے گا۔

خیر یہاں اس مسئلے پر بات کرنا اہم نہیں بلکہ زیادہ اہم اس موضوع پر بات کرنا ہے کہ اتنی بڑی تعداد میں گلگت بلتستان کے عوام سڑکوں پر ہیں مگر پاکستانی میڈیا میں اسے کوئی کوریج حاصل ہی نہیں۔

پاکستان میں اب یہ ایک رویہ بن گیا ہے کہ کسی احتجاج میں جب تک گالیوں کا استعمال نہ ہو، تشدد کا رنگ نہ ہو، ٹوٹ پھوٹ نہ ہو، ریاست کے خلاف نعرے بازی نہ ہو، سکیورٹی فورسز پر حملے نہ ہوں یا املاک کا نقصان نہ ہو، اس کے لیے ایسے کسی احتجاج یا مظاہرے کو کوور کرنا فقط وقت کا ضیاع ہوتا ہے۔

یہ ہماری بدقسمتی ہے کہ میڈیا ادارے مسالے دار خبر کے تعاقب میں اس قدر منہک ہیں اور اشتہارات دینے والے اداروں کو خوش کرنے اور پیسے بنانے کی دوڑ اس قدر تیز ہے کہ پرامن احتجاج ان کے لیے نہ لوگوں کو متوجہ کرنے کا ذریعہ ہو سکتا ہے اور نہ ہی اشتہارات چینل کا رخ کرتے ہیں۔

نتیجہ یہ ہے کہ آپ موم بتیاں جلا کر کھڑے رہیں، آپ پریس کلب کے سامنے بینر لہراتے رہیں، آپ سڑکوں پر کھڑے رہیں مگر جب تک لوگ اپنے جمہوری حق کا اظہار جمہوری طریقے سے کرتے رہیں گے، ٹی وی کے لیے خبر نہیں بنے گی۔

ٹی وی والے حضرات کلبھوشن جادیو کی اہلیہ اور والدہ کے دفتر خارجہ سے نکلنے کا انتظار کر سکتے ہیں، ان پر پھتیاں نما سوال اچھال سکتے ہیں، مگر گلگت بلتستان میں ہزاروں افراد کی آوازیں ان کے کانوں میں نہیں پڑ سکتیں۔

میڈیا چینل اپنے اس رویے سے اصل میں تشدد کو ہوا دینے والا پیغام ہی ارسال کر رہے ہیں یعنی انسانی لہو گرے تو خبر بنے۔

گلگت بلتستان کے لوگوں کا کہنا ہے کہ انہیں جب آئینی حقوق دستیاب نہیں۔ ان کے عوامی نمائندے کی حیثیت اور اختیارات جب وفاقی سیکرٹری سے بھی کم ہیں اور جب انہیں دیگر افراد کی طرح ایک مکمل ریاستی شہری کی حیثیت حاصل نہیں تو کس طرح ان پر ٹیکسوں کا نفاذ کیا جا سکتا ہے۔

میں نے کشمیر کے موضوع پر اپنے سابقہ بلاگ میں میں کہا تھا کہ جموں، کشمیر اور گلگت بلتستان کے تنازعے کو اب علاقائی تنازعہ سمجھنے کی بجائے لاکھوں انسانوں کا مسئلہ سمجھنا ہو گا۔

نئی دہلی اور اسلام آباد سرکار کو یہ سمجھنا ہو گا کہ ان علاقوں کے لوگوں کے بنیادی حقوق مفلوج ہیں اور جب تک اس خطے کے افراد اپنے مستقبل کا فیصلہ خود نہیں کرتے، اس وقت تک ان لاکھوں افراد کی زندگیوں اور مستقبل کو خطرات لاحق ہیں۔ جدید دنیا میں انسانوں کو غیریقینی کی صورت حال میں رکھنے، ان کے بنیادی حقوق چھیننے اور انہیں غیرمساوی برتاؤ کا شکار کرنے کے رویوں کو روکنے کی ضرورت ہے۔

میڈیا اداروں سے فقط یہی کہا جا سکتا ہے کہ وہ پرتشدد مظاہروں اور چار چار گھنٹوں تک سیاسی رہنماؤں کے بھاشن سنانے کی بجائے پرامن مظاہروں پر توجہ دیا کریں، تاکہ گالیوں اور نفرت انگیز الفاظ والے جلسوں کی بجائے پرامن احتجاج کے راستے کی حوصلہ افزائی ہو۔

کوئی بھی علاقہ اس خطے کے رہنے والوں کا ہوتا ہے اور اپنی قسمت کے فیصلے کا حق اس علاقے کے لوگوں کو دینا انتہائی ضروری ہے۔ یہ بات یقینا درست ہے کہ گلگت بلتستان کے خطے کو ریاست جموں و کشمیر کے تنازعے کے حل تک پاکستانی آئین میں شامل نہیں کیا جا سکتا، مگر یہ بات بھی واضح ہے کہ جہاں جہاں تک ریاست کا دائرہ اختیار ہو، وہاں وہاں تک انسانی حقوق کی صورت حال کو بہتر بنا کر انسانوں کے دل جیتے جا سکتے ہیں۔

پاکستانی قوم سے فقط یہی کہا جا سکتا ہے کہ ملک میں موجود ایسے افراد جو اس قسم کے مسائل کا شکار ہوں، ہمیشہ ان کے ساتھ کھڑے ہونا سیکھیں۔

بہتر ریاست فقط وہی ہو سکتی ہے، جہاں مختلف برادریاں اور قومیتں انسانیت کے رشتے سے جڑی ہوں اور انہیں ایک دوسرے کی تکالیف کا احساس ہو۔ حقوق مہیا کرنے سے پہلو تہی اور پھر جبری لگان وہ راستہ ہر گز نہیں ہو سکتا، جو انسانوں کے دل جیتنے کی راہ ہم وار کرے۔
