بلوچستان، بلوچ، ڈاکٹر سعید اور نالائق پالیسیاں

ایک لمحے کو ہم سب اپنے دماغ پر زور ڈالتے ہیں، اور خود سے پوچھتے ہیں کہ میڈیا پر پچھلے کچھ عرصے بلکہ اب تک کی پوری زندگی میں آپ نے کس کس موقع پر کوئی رپورٹ چلتے دیکھی؟ میڈیا پر بلوچستان کے حوالے سے ہونے والی رپورٹنگ عمومی طور پر ایک خاص دائرے میں ترتیب دی جاتی ہے۔ ایک تو تب جب یہ بتانا مقصود ہو کہ سیاست دان کتنے نالائق، کرپٹ، چور، خودغرض اور حرام خور ہوتے ہیں اور کس طرح اپنے فائدے کے لیے اپنا ایمان فروخت کر دیتے ہیں، یا جب کسی سیاست دان یا کسی اور سویلین ادارے سے وابستہ کسی بدکردار اور بدعنوان شخص کے گھر سے قوم کی لوٹی ہوئی دولت ملے اور کیمرہ یہ نوٹ گنے جانے کے آغاز سے پہلے پہلے اپنے لینس درست کر کے کام شروع کر چکا ہو یا جب یہ دکھانا ہو کہ ہماری سکیورٹی ایجنسیوں کے خوف سے لرزتی ٹانگوں کے ساتھ کس طرح فرار یوں، علیحدگی پسندوں، بھارتی ایجنٹوں، غداروں یا ایمان فروشوں نے ہتھیار ڈال دیے اور رحم ہو رحم ہو پکارے ہوئے پیروں میں جا گرے۔

یا جب سی پیک جیسے انسانی تاریخ کے سب سے عظیم پروجیکٹ کے تحت فلاں پل بن گیا ہو یا فلاں سڑک سے ایشیا کی قسمت بدلنے والی ہو اور امریکا سمیت دنیا کی بڑی بڑی طاقتوں کی ٹانگیں کانپنے لگی ہوں، اور وہ مختلف سازشوں کے ذریعے اسے تباہ کرنے کی تدبیر کے لیے بڑے بڑے دماغ جوڑے بیٹھا ہو، مگر سلامتی محفوظ ہاتھوں میں ہونے کی وجہ سے بے بس ہو۔

اس کے علاوہ کوئی خبر تب بھی ہمارے میڈیا کی زینت بن سکتی ہے اگر بلوچ قوم پرستوں یا مسلح علیحدگی پسندوں کے ہاتھوں پنجابی یا سندھی مزدوروں کا قتل کا کوئی واقعہ رونما ہو جائے اور یہ غدار بلوچ معصوم پنجابی یا سندھی مزدوروں کو ہلاک کر کے دشمن ملک کو خوش کرنے کی تگ و دو میں ہوں۔

اس کے علاوہ شاید ہی کوئی موقع ہو کہ بلوچستان کے کسی علاقے کی کوئی رپورٹ آپ کی نگاہ سے گزری ہو۔ وہاں انسانی حقوق کی خلاف ورزی بھلا کیسے ہو سکتی ہے، اس لیے میڈیا کو رپورٹنگ کی کوئی ضرورت نہیں۔ وہاں پرامن انداز سے اپنے حقوق کی جدوجہد کرنے والے کیسے ہو سکتے ہیں، کیوں کہ یا تو وہاں را کے ایجنٹ ہیں یا پھر وہ بلوچ جو ہماری حکومت اور سکیورٹی فورسز کی کارکردگی سے خوش ہیں۔ ہر طرف خوش حالی ہے۔ قانون کا راج ہے۔ ہریالی ہی ہریالی ہے، ایسے میں کوئی پاگل ہی ہو گا جو ان بہاروں کے باوجود اٹھے گا۔ اور اگر یہاں وہاں کہیں دکھائی دے بھی دیا تو ہم کہہ دیں گے کہ کوئی زیادتی نہیں ہو رہی، پورے ملک میں یہی حال ہے اس لیے حقوق کا نام مت لیں۔
میڈیا پر دکھائی دینے والے یہ بیانیے انتہائی خوف ناک ہیں۔ وجہ یہ ہے کہ بلوچستان اور وہاں بسنے والے بلوچ شہریوں کی بات دیگر پاکستانیوں تک پہنچ ہی نہیں پا رہی ہے۔ ایک خلا ہے جو سال ہا سال سے بن تو رہا ہے مگر پر ہوتا نظر نہیں آتا۔ نکلیے پاکستان کے کسی حصے میں پوچھیے کسی سے بلوچستان کے دس علاقوں کے نام پوچھیے انہیں معلوم نہیں ہو گا۔ بلوچ اور بلوچی میں فرق پوچھیے اکثریت لاعلم ہو گی، بلوچستان میں امن نہ ہونے کی وجوہات پوچھیے وہ آپ کا چہرہ دیکھنے لگیں گے یا پاکستان کے قریب نصف رقبے پر مشتمل صوبے میں جامعات کی تعداد پوچھ کر دیکھیے۔

بلوچستان میں سلامتی، بدامنی اور غیرملکی مداخلت کے نام پر جاری عسکری آپریشن کی آڑ میں پڑھے لگے افراد خصوصا نوجوانوں کو اٹھانا، ایسے افراد کو لاپتا کرنا جو غیرمسلح ہیں اور اپنے حقوق کے لیے آواز اٹھا رہے ہیں، پھر ان کی مسخ شدہ لاشیں ملنا ایک ایسا سلسلہ ہے، جو اس صوبے میں کبھی امن پیدا نہیں ہونے دے گا۔ کسی بھی شخص کا یہ بنیادی حق ہے کہ وہ اپنے حقوق کے لیے پرامن جدوجہد کرے، حتی کہ اگر کوئی شخص آزادی تک کی بات کرتا ہے مگر غیرمسلح ہے، تو اس پر ہتھیار تاننے، اسے اغوا کرنے یا اسے قتل کرنے کا کوئی اختیار کسی بھی ادارے کو حاصل نہیں۔

دوسری بات اگر کوئی شخص کسی جرم میں ملوث ہوتا ہے، تو بھی است گرفتار کر کے قانون کے مطابق عدالت کے سامنے پیش کرنا اور اسے عدالت میں مجرم ثابت کرنا وہ واحد راستہ ہے، جو قابل قبول ہو سکتا ہے۔

بلوچستان میں ماورائے عدالت گم شدگیوں اور قتل کا سلسلہ ایک طویل عرصے سے جاری ہے اور یہ سلسلہ کہیں رکتا نظر نہیں آرہا۔ سوال یہ ہے کہ کیا طاقت کے زور پر بلوچوں کی آواز دبائی جا سکتی ہے؟ جواب ہے بالکل نہیں۔ آپ ستر سال سے طاقت کا استعمال کر رہے ہیں اور حالات روز بہ روز بگڑ رہے ہیں، آپ مزید سو سال تک انسانوں کا قتل عام یا انسانی حقوق کی پامالیوں جاری رکھیں تب بھی وہاں حالات مزید خراب تو ہوں گے مگر حل نہیں ہوں گے اور یہ بیانیہ کہ بھارت مداخلت کر رہا ہے، اس لیے نادرست ہے کیوں کہ اگر خلفشار ہو گا انتشار ہو گا، تو کوئی بھی مداخلت رک نہیں پائے گی۔

ظلم کے غبارے میں پہلی پھونک ہی سے بدبودار نفرت کی سڑاند بھرنا شروع ہو جاتی ہے اور پھر ہر پھونک اسے مزید تقویت دیتی ہے۔ آپ انسان مارے جائیں گے اور سینوں میں مزید نفرت لیے نئے انسان پیدا ہوتے چلے جائیں گے۔ بہ طور قوم سب سے پہلے تو بلوچستان میں غیرمسلح افراد کے خلاف فوری طور پر کارروائیاں روکنے کا مطالبہ کرنا، لاپتا افراد کو فوری طور پر بازیاب کرنا اور ناحق مارے گئے افراد کے قتل کی بہ طور ریاست معذرت کرتے ہوئے ملوث اہلکاروں کو سزا دینا اور یہ یقین دہانی کرنا کہ آئندہ کسی بھی صورت کسی بھی غیرمسلح شخص کو نشانہ نہیں بنایا جائے گا۔ حقوق کے لیے آواز اٹھانے والے پڑھے لگے لوگ ہی ختم کر دیے گئے تو باقی ماندہ لوگ وہ نہیں ہوں گے جب سے مذاکرات کئے جا سکیں۔

بولان میڈیکل کالج سے ابھی حال ہیں میں ڈاکٹر سعید بلوچ لاپتا ہو گئے۔ بلوچستان میں کسی شخص کے لاپتا کیے جانے کا یہ پہلا واقعہ نہیں۔ ان واقعات کی تعداد ہزاروں میں ہے۔ درجنوں مسخ شدہ لاشیں مل چکی ہیں اور نفرت کی آگ روز بہ روز ایک خاص ترکیب اور منظم انداز سے بھڑکائی جا رہی ہے۔ بلوچ عوام کی حقوق کے لیے جدوجہد کو غیرملکی سازش کا نام دے کر عسکری طریقے سے کچلنے کی مزید کوشش ریاست کی بقا کو خطرات سے دوچار کر رہی ہے۔  کوئی شخص پرامن انداز سے بلوچستان کی آزادی تک کی بات کرتا ہو، تو بھی وہ حقوق کے دائرے کے اندر ہے اور اس سے بات چیت ہی کی جانا چاہیے۔ طاقت کے استعمال کا واحد جواز فقط اس وقت پیدا ہوتا ہے اگر کوئی فرد یا گروہ مسلح انداز سے صف بند ہو۔

مزے کی بات یہ ہے کہ ہتھیار بند لوگ بلوچستان سمیت ملک کے چپے چپے پر دندناتے پھرتے ہیں، ریاست کے دستور تک کو ماننے سے انکاری ہیں، فرقہ واریت کی بنیاد پر قتل عام کرتے نظر آتے ہیں، مگر ان کے خلاف ریاست کی بندوق خاموش ہے جبکہ پرامن انداز سے، اپنے جمہوری اور بنیادی حقوق کے لیے آواز اٹھانے والے، اپنے وسائل پر اپنا حق مانگنے والے، اپنی شہری آزادی کی جدوجہد کرنے والے ریاستی قہر کا نشانہ بن رہے ہیں اور یہ بات کسی بھی انسان دوست یا دھرتی سے محبت کرنے والے شخص کو قبول نہیں ہونا چاہیے۔

جس طرح نقیب محسود کےماورائے عدالت قتل پر پورے پشتون بلکہ سول سوسائٹی سڑکوں پر نکلے اور ایک تحریک کی بنیاد پڑی، اب اسی طرح بلوچ بھی پرامن انداز سے اپنے جمہوری اور بنیادی حقوق کے لیے پرامن انداز سے باہر نکلیں اور دیگر برادریاں ان کے شانہ بہ شانہ کھڑی ہوں۔

اگر ہم جنسی زیادتی کے بعد قتل کی جانے والے بیٹی زینب کو ایسی آخری بچی بنانے کے لیے پرزور آواز بلند کر سکتے ہیں، اگر ہم نقیب محسود کو ماورائے عدالت قتل ہونے والا آخری نوجوان بنانے کے لیے آواز بلند کر سکتے ہیں تو ہم ڈاکٹر سعید بلوچ کو ماورائے عدالت لاپتا کیا جانے والے آخری بلوچ اور پاکستانی بنانے کے لیے بھی باہر نکل سکتے ہیں۔ سیاسی جماعتیں فوج، ایف سی اور خفیہ اداروں کے ہاتھوں ہونے والی اس بربریت کو روکنے کے لیے بھرپور آواز اٹھائیں دوسری صورت میں عوام انہیں بھی اسی ظلم کا حصہ سمجھیں اور انہیں بھی مسترد کریں۔

بلوچوں کی گم شدگیوں اور مسخ شدہ لاشیں پھینکنے کا سلسلہ اب بند ہونا چاہیے اور ہر صورت میں ایسے مواقع پر ہمیں اپنے بلوچ بھائیوں کے ساتھ کھڑا ہونا چاہیے۔  اگر یہ دیس قائم رکھنا ہے، اگر اس کی بقا ہمیں عزیز ہے، تو پھر یہاں ظلم کا نظام ہر حال میں مسترد کرنا ہو گا، دوسرا راستہ فقط تباہی ہے۔
یاد رکھیے زندگی کے ہر ہر موڑ پر ایک طرف ظالم ہوتا ہے اور ایک طرف مظلوم اور ایسے میں ہر وہ شخص جو مظلوم کے ساتھ کھڑا نہیں ہوتا، وہ ظالم کا ساتھی کہلاتا ہے، وہ بھی جو خاموش رہے۔
اب جو چپ ہیں، انہیں قاتل ہی پکارا جائے۔
