کیا تمام پٹھان دہشت گرد ہیں؟ (وی لاگ)

امریکا میں گیارہ ستمبر 2001 کے حملوں کے بعد صدر جارج ڈبلیو بش نے کسی دہشت گرد کا جو نقشہ دنیا کو دکھایا تھا، وہ ایک مسلمان مرد کا تھا، یہ مناظر اتنی بار اور اتنے تواتر سے نشر کیے جاتے رہے کہ کچھ ہی عرصے میں دنیا کے بیش تر خطوں کے لوگ کسی ہر داڑھی والے، ٹوپی والے مسلمان پر  ایک دہشت گرد کا گمان کرنے لگے۔ دوسری جانب پاکستان میں کسی دہشت گرد کا نقشہ کچھ اس طرح کھینچا گیا کہ ایک عام پاکستان کی نگاہ میں دہشت گرد کا پشتو بولنا ضروری تھا۔ سندھ میں داعش اور القاعدہ کے لوگ ہوں، جنوبی پنجاب کے عسکری پسند ہوں، وسطی پنجاب کے لشکر جھنگوی کے دہشت گرد ہوں یا کسی بھی اور ذات یا برادری یا صوبے سے تعلق رکھنے والے۔ دہشت گرد کی پاکستانی پہچان یہ تھی کہ وہ داڑھی اور ٹوپی والا ایک پشتون ہو گا۔

صدیوں سے اپنے جسموں پر ہتھیار کو شان سے سجانے والے اور اپنی اپنی قبائلی شناخت کو فخر کی علامت سمجھنے والے فاٹا کے رہائشی اور  زبان، تہذیب، زبان اور تمدن پر فخر کرنے والے دیگر پشتون تشخص کی اس توڑ پھوڑ اور ریاست کی جانب سے تسلسل اور تواتر سے اس کی ترویج کے نتیجے میں ملک کی دیگر برادریوں کی نگاہ میں مشکوک بنتے چلتے گئے۔

کسی علاقے میں ڈرون گھر، مکانات اور عمارت تباہ کیں، خاندان کے خاندان مر گئے، مگر ہم دوسری طرف منہ کر کے دیکھنے لگے۔ طالبان کا ساتھی کہہ کر جعلی پولیس مقابلوں میں پشتونوں کو تاک تاک کر نشانہ بنایا جاتا رہا اور ہم ان کی لاشں پر پشتو میں بین ڈالتی ماؤں اور بہنوں تک پر دہشت گرد کے معاون کہہ کر گالی دیتے رہے۔ مزے کی بات یہ ہے کہ پوری بے حیائی سے یہ نعرہ بھی سننے کو ملتا رہا کہ ہم اپنے ملک کی سالمیت پر سمجھوتہ نہیں ہونے دیں گے اور ملک کے کسی علاقے میں کوئی ڈرون حملہ برداشت نہیں کیا جائے گا یعنی قبائلی علاقے یوگینڈا یا برونڈی یا نائجیریا کا حصہ ہیں۔

اس دوران وہ اصل دہشت گرد جنہوں نے ملک کے دیگر علاقوں اور حصوں سے کہیں زیادہ خیبر پختونخوا اور فاٹا کے علاقوں کو اپنی بربریت کا نشانہ بنایا، وہ دندناتے رہے۔ رحمان بابا کے یادگار تک کو باردو زدہ کر دیا گیا، مگر ہمارے لیے تو رحمان بابا بھی پشتو بولنے والے تھے، ہمیں اس سے کیا فرق پڑ سکتا تھا؟

تلوروں کی دھاریں اپنی گردنوں پر رکھ کر رقص کرنے والے پشتونوں کا صدیوں کی شناخت اور تشخص تو اس دوران خراب ہوا ہے، مگر وہ حمیت، وہ غیرت اور وہ خوداری جو صرف ان کا نہیں بلکہ ہم سب کا بھی اثاثہ تھا، جو دیگر زبانوں میں محاورہ تک بنا کر استعمال کی جاتی تھی، اس تک کو نہ بخشا گیا۔

قبائلی علاقوں میں آپریشن ہوئے، تو غربت میں بھی اپنے غیرت اور فخر سے بلند سر کی حفاظت کرنے والوں کو  بھوک کی اس دلدل میں پھینکا گیا کہ وہ بھیک مانگتے اور در بہ در ٹھوکریں کھاتے نظر آئے۔ ان کے گھر بارود سے  اور لوگ خون سے۔

ٹھیک ایک برس قبل کی بات ہے پنجاب میں دہشت گردی کے چند واقعات کے بعدقانون نافذ کرنے والے اداروں کی جانب سے یہ مراسلے تک جاری کر دیے گئے کہ صوبے بھر میں پشتونوں آبادی والے علاقوں میں آپریشن کا اعلان تک کر دیا گیا اور کئی افراد کو غیرقانونی طور پر گرفتار کیا گیا۔ یہ لوگوں کو بغیر مقدمات حراست میں لینا یاعام زبان میں لاپتا کرنے کا کوئی اچھوتا عمل نہیں تھا۔ اس سے قبل میں درجنوں افراد لاپتا کئے جاتے رہے۔

ابھی چند روز پہلے کی بات ہے کہ جب اسلام آباد میں پشتونوں نے کئی روز تک دھرنا دیے رکھا، جس میں منظور کیے گئے دیگر مطالبات میں سے ایک یہ بھی تھا کہ لاپتا پشتونوں کو یا تو باقاعدہ مقدمات کے تحت عدالت میں پیش کیا جائے، یا انہیں بری کیا جائے۔ اس دھرنے کے مطالبات تسلیم کیے جانے کے بعد سے اب تک قریب ستر پشتون دوبارہ اپنے گھر والوں تک پہنچ چکے ہیں، مگر آپ یا کسی اور میں اتنی اخلاقی جرات ہے کہ وہ پوچھے کہ اگر یہ افراد بے گناہ تھے، تو انہیں اٹھایا کیوں تھا؟ اگر یہ قصور وار تھے، تو ان پر مقدمہ قائم کر کے انہیں عدالتوں میں پیش کیوں نہیں کیا گیا؟ اور لوگوں کو اغوا کرنے والے پولیس، یا فوج یا خفیہ اداروں کے اہلکاروں کے خلاف کوئی کارروائی ہوئی ہے کہ نہیں؟ عدالت عالیہ یہ پوچھے کہ اس سے قبل سپریم کورٹ کی جانب سے لاپتا افراد کے مقدمے میں باربار لاپتا افراد سے متعلق پوچھے جانے پر ان افراد کو کیوں عدالت میں پیش نہیں کیا گیا تھا؟

مگر  یہ سوال کرنے کے لیے اخلاقی جرات اور دیس سے محبت ضروری ہے اور ساتھ ہی اپنی صوبائی اور لسانی شناخت سے باہر نکل کر دوسری برادریوں کو اپنا بھائی یا کم از کم انسان سمجھنا ضروری ہے، جو عام حالات میں ہمارے لیے ایک مشکل کام ہوتا ہے۔

اسلام آباد پریس کلب کے سامنے دھرنا دینے والے سینکڑوں افراد کئی روز تک وہاں بیٹھے رہے اور اس دوران تمام ٹی وی چینل اس جانب سے بالکل ویسے ہی منہ موڑ کر دوسری طرف دیکھتے رہے، جیسا ہم ڈرون حملوں پر کیا کرتے ہیں۔ ان مطالبات میں سے ایک مطالبہ یہ بھی تھا کہ قبائلی علاقوں میں فوج مقامی افراد کی توہین سے باز رہے۔

اب سوات میں بھی جگہ جگہ چیک پوسٹوں اور وہاں آنے جانے والے مقامی افراد کے ساتھ روا رکھے جانے والے ناروا سلوک پر مقامی افراد سراپا احتجاج ہیں۔ کچھ لوگ اپنے لاپتا پیاروں کا نوحہ پڑھنے نکلے ہیں۔ ابھی یہ مظاہرے چھوٹے ہیں، مگر ان مظاہروں کو ابتدا ہی میں درست انداز سے حل کرنے، جائز مطالبات کو تسلیم کرنے اور مقامی افراد کو یہ یقین دلانے کے ان کے تحفظات کا خیال رکھا جائے گا، ان مظاہرین میں سے چند پر غداری، ریاست کے خلاف بغاوت اور دہشت گردی جیسے الزامات عائد کر کے پرچے کاٹ دیے گئے۔ یعنی ایک آگ جو جل رہی تھی اس پر پانی ڈالنے کی بجھائے تیل چھڑک دیا گیا۔

یعنی حکومت اور ریاستی اداروں کو موقف یہ ہے کہ شہریوں کی جانب سے اگر عزت اور تکریم کے برتاؤ کا مطالبہ کیا جائے تو اسے غداری اور بغاوت سمجھا جائے۔ بات یہ ہے کہ جو سیاسی، عسکری اور مذہبی اشرافیہ ہمارے سروں پر بیٹھی ہے، اس کی نگاہ میں ہر وہ شخص غدار ہو گا جو اپنے حقوق مانگ کر ان کی شان میں گستاخی کا مرتکب ہو گا یا جو ان سے فقط عزت سے پیش آنے کا بھی مطالبہ کرے گا، یقینا وہ ان کی نگاہ میں غدار ہے۔

یہ بدقسمتی ہے کہ اس وقت نہ حکومت، نہ عدالت اور نہ ہی ادارے، دستور پاکستان کا تحفظ کرتے ہوئے  تمام شہریوں کے ساتھ مساوی سلوک، ان کے حقوق کا خیال اور ان کی آزادیوں بہ شمول پرامن مظاہرے اور اجتماع کی آزادی کا حفاظت کی ضمانت دیتے نظر آتے ہیں۔ یہ روش بنیادی انسانی حقوق کی خلاف ورزی ہے اس لیے اپنی رنگ، نسل، زبان قوم اور ہر تعصب، مذہب یا فرقے سے بلند ہو کر ملک کی بہتری اور سالمیت کے لیے ایسی روشوں کے خلاف اور مظلوموں کے ساتھ کھڑے ہو جائیے۔ پاکستان زندہ باد صرف تب ہو گا، جب پاکستانی شہری زندہ باد ہو ں گے۔

اب جو چپ ہیں، انہیں قاتل ہی پکارا جائے
